    Description
    Wright SBW Smith Athletic Park JV (Wright / SBW) on behalf of The Township of Langley invites Request for Proposals for the Work Package 1 Early Works which includes the following scope of work.
    • Erosion and Sediment Control
    • Stripping and Removal of Overburden Material
    • Temporary Haul Roads
    • Cut and Fill Site to Underside of Design Subgrade Elevations
    • Detention Tank

    Project Background Information
    The Smith Athletic Park – Youth Soccer Complex project is located near 208 Street and 76 Avenue in the Township of Langley. Phase 1 of this project will include site preparation works, site utilities, access roads and the construction of three new artificial turf playing fields.

    Instruction to Proponents
    The intent of this call is to solicit and receive Qualified formal Proposals for the Smith Athletic Park – Youth Soccer Complex Phase 1 – Work Package 1 Early Works. All Proponents shall complete a Sub Contractor Qualification Form in combination with the Proposal Pricing. At a minimum, Proponents shall meet the Mandatory Requirements in order for their Proposal Pricing to be considered. Proposal Submissions including Qualification Form and Proposal Form will be evaluated by a panel consisting of The Township of Langley, Core Project Management and Wright / SBW. Proponents will be requested to submit the following documents as part of their RFP Submission;
    • Completed Proposal Form
    • Completed Subcontractor Qualification Form including:
    1. Fully executed CCDC 11 -2019 Contractor’s Qualification Statement
    2. Provide three (3) Client References
    3. Provide examples of three (3) completed projects of similar size and complexity to the Smith Athletic Park – Youth Soccer Complex
    4. Provide resumes of proposed Project Manager and Superintendent
    5. Provide WCB Clearance Letter
    6. Provide a Letter from a Surety licensed to conduct business within the Province of British Columbia that outlines the Proponent’s ability to secure a 50% Performance Bond and a 50% Labour and Material Bond, as well as confirms they have the available bonding capacity to take on a project of this nature.

    It is agreed and understood by each Proponent that Wright /SBW reserves the right to reject any or all Proposal Submissions, to waive informalities or to accept any Proposal which is deemed desirable without regard to whether such Proposal is the low Bid. Of particular importance to Wright / SBW will be a Subcontractor's reputation for safety, quality workmanship and proven ability to perform work on schedule. Furthermore, Wright / SBW will consider value added services in the packages.
