    1. SCOPE

    Following a workplace assessment completed in March 2021, Correctional Service Canada (CSC) is required to provide leadership training and coaching sessions to managers, as well as sessions to staff of Health Services at Dorchester Complex.

    1.1. Objective:

    Strengthening Manager’s leadership and management skills.

    Offer additional training to all managers in order to expand on the themes covered in the first two sessions and also to develop and discuss scenarios or fictitious cases studies that simulate the challenges that the participants envision in their daily.

    The addition of coaching sessions for each manager to increase the likelihood that they will integrate new practices, tips and approaches into their management and leadership practices.

    The addition of sessions for staff with the objective of sharing notions and themes that have been discussed with managers in order to establish a common language and to signal to employees that managers take improvement and development seriously.

    1.2. Background:

    A workplace assessment was conducted and concluded in March 2021. Regional Senior Conflict Management Consultants assisted the site in implementing some of the recommendations set out in the report. At this point, helping staff establish healthy working relationship is deemed necessary to move forward.

    Managers have already received two session aimed at equipping them with new practices and strategies as well as facilitating awareness of certain components of their workplace.

    This two-day training focused on the ability of people to feel better equipped in management and leadership to help them face the challenges presented by their workplace with the particularities specific too their field.

    Emphasis was also placed on developing communication skills for managers and leaders as well as developing participants’ understanding of their role, the distinction between management techniques and leadership techniques as well as understanding the range of styles and approaches available to them in order to face with confidence and competence the various situations and challenges they face.

    1.3. Terminology:

    This section provides a glossary of acronyms of frequently used words contained in the SOW.

    2. REQUIREMENT:

    2.1. Scope of Work:

    2.1.1 The Contractor must deliver, face-to-face, two half-day training.

    2.1.2 The Contractor must lead, face-to-face training sessions for staff.

    2.1.3 The Contractor must use a Dominance, Influence, Steadiness and Conscientiousness (DISC) psychometric assessment with managers and debrief with each manager, face-to-face, when offering the coaching service.

    2.1.4 The Contractor must provide, face-to-face, individual hourly coaching sessions to Managers.

    2.2. Tasks:

    2.2.1 Two half-day training

    The Contractor must review the objectives of the two half-day training sessions that they previously provided in order to develop the content of the new training sessions.

    The Contractor must deliver, face-to-face, two half-day training that will focus on the following objectives:

    • Describe how to carry on out a difficult conversation
    • Recognize how to build trust and influence others
    • Develop delegation techniques that free the manager and empower team members
    • Create a culture of learning within their teams defined by to enable better problem solving, greater engagement and a climate that aims for progress
    and improvement
    • Set effective boundaries between leaders and managers and team members

    The Contractor , in this two half-day training, must develop do a review of the objectives of their first two half-days in order to deepen them with other exercises, scenarios and case studies:

    • Express what their the manager’s main responsibilities is : people and results
    • Differentiate between management and leadership and take ownership of their leadership and management roles
    • Explain their preferences for leadership styles
    • Discover the link between psychological safety and commitment
    • Use the science of positivity and realistic optimism to achieve better results
    • Use « special attention» and robust feedback when coaching and mentoring their team members

    The session will must allow Managers to deepen the topics covered in the first two sessions. The Contractor must and also to develop and approach fictional scenarios and /case studies which that stimulate real challenges that the participants envisage face in their work environment on a daily basis.

    2.2.2 Sessions for staff

    The Contractor must deliver, face-to-face in person, training sessions for staff that will be a minimum of 90-minutes, but a maximum of training sessions or 2 to 3-hour sessions for staffing duration. The duration of each session for staff will be established with the Project Authority prior to the session.

    The objectives of the sessions for staff will have the objective of are sharing notions and themes that would have been were discussed with managers in order to establish a common language, and signal to employees that managers take seriously the improvement and strengthening of their leadership and management skills seriously.

    2.2.3 Psychometric assessments

    The Contractor must use perform a Dominance, Influence, Steadiness and Conscientiousness (DISC) psychometric assessment with to managers and debrief with each manager, face-to-face, when offering the coaching service.

    2.2.4 Individual coaching sessions

    The Contractor must provide, face-to-face, individual hourly personalized coaching sessions to Managers.

    2.3. Deliverables:

    2.3.1 Two half-day training

    The Contractor must schedule visits and meetings at Dorchester Complex with the Managers in order to organize and plan the two half-day training.

    The Contractor must provide, as required, the preparation and analysis of an online needs analysis and the administration of preparatory work.

    The Contractor must provide participants with a workbook, a PDF artifact of the visual aids and an online evaluation of the training.

    The Contractor must provide a list of participants.

    The Contractor must deliver the two half-day training sessions in Dorchester, New Brunswick within one (1) month of contract award, but no later than March 31, 2024.

    In case of bad weather, CSC may postpone the training, at its discretion, to a later date before June 30, 2024, at no additional cost.

    2.3.2 Sessions for staff

    The Contractor must schedule visits and meetings at Dorchester Complex with the Managers in order to organize and plan the sessions for staff.

    The Contractor must provide, as required, the preparation and analysis of an online needs analysis and the administration of preparatory work.

    The Contractor must provide participants with a workbook, a PDF artifact of the visual aids and an online evaluation of the training.

    The Contractor must provide a list of participants.

    The Contractor must deliver up to five (5) training sessions for staff in Dorchester, New Brunswick before September 30, 2025. The Contractor must deliver the first session for staff within three (3) months of contract award.

    Each session will either be two (2) to three (3) hours in duration or two (2) 90-minute sessions.

    2.3.3 Psychometric assessments

    The Contractor must perform up to ten (10) Dominance, Influence, Steadiness and Conscientiousness (DISC) psychometric assessment with managers within three (3) months of contract award.

    At the request of the Project Authority, the Contractor must perform Dominance, Influence, Steadiness and Conscientiousness (DISC) psychometric assessment with other managers before September 30, 2025.

    The Contractor must provide an individualized written report of the results to each staff.

    The Contractor must debrief with each manager when providing coaching service.

    2.3.4 Individual coaching sessions

    The Contractor must schedule visits and meetings at Dorchester Complex with the Managers in order to organize and plan the individual coaching sessions for Managers.

    Each coaching session content, as well as the number of coaching sessions needed will be personalized for each Manager, but will need to include the debrief of their Dominance, Influence, Steadiness and Conscientiousness (DISC) psychometric assessment.

    The Contractor must provide up to 60 hours of Individual coaching sessions with managers in Dorchester, New Brunswick before September 30, 2025. The Contractor must deliver the first individual coaching session within three (3) months of contract award.

    Each individualized coaching session will be one (1) hour and will be provided during regular business hours, Monday to Friday.

    2.4. Constraints:

    2.4.1 Location of Work
    The Contractor must perform the work at the Dorchester Complex, located at 4902 Main Street, Dorchester, New Brunswick, E4K 2Y9

    2.4.2 Language of Work

    The contractor must perform all work in both official languages: English and French.

    2.5. Support Provided by Canada:

    During the Agreement period, CSC will:

    a) Send a copy of the Workplace assessment report to the Contractor as a reference
    b) Invite staff for the session with staff
    c) Participate in meetings with the Contractor to organize and plan the work as outlined in the Statement of Work
    d) Provide training room for each session

    2.6. Timeframe and Delivery Dates:

    2.6.1 Two half-day training: The Contractor must deliver within one (1) month of contract award, but no later than March 31, 2024

    2.6.2 Sessions for staff: The Contractor must deliver the first session for staff within three (3) months of contract award and before September 30, 2025 for the other sessions

    2.6.3 Psychometric assessments: The Contractor must perform DISC assessments within three (3) months of contract award. At the request of the Project Authority, the Contractor must perform other (DISC) psychometric assessment with other managers before September 30, 2025.

    2.6.4 Individual coaching sessions: The Contractor must provide the first individual coaching session within three (3) months of contract award and the rest before September 30, 2025.

    2.7. Contractor Qualifications:

    The resource being proposed:

    a) Must have a minimum of five (5) years’ experience in using DISC psychometric assessments obtained within the last 10 years prior to the closing date
    of this ACAN
    b) Must have a minimum of five (5) years’ experience in providing Workplace Leadership Services obtained within the last 10 years prior to the closing
    date for this ACAN
    c) Must hold a valid Certified Speaking Professional (CSP) designation granted under the auspices of the by the Global Speakers Federation
    d) Must hold a valid Certified Management Consultant (CMC) designation
    e) Must be fluently bilingual in English and in French.

    2.8. Financial Arrangements:

    2.8.1 The Contractor must submit an invoice after the completion of each service to the Project Authority.

    2.8.2 All amounts indicated are exclusive of the Goods and Services Tax (GST) or Harmonized Tax (HST) as applicable unless otherwise indicated. The Contractor agrees to remit to Canada Revenue Agency (CRA) any amounts of Applicable Taxes paid or due.

    2.8.3 Upon receipt and review of the invoice(s) CSC agrees to pay in full via direct deposit all invoices within thirty (30) days of receipt of the invoice (the ‘’Due Date’’). Any amount not paid by the Due Date will bear interest at the rate determined by Treasury Board Directive on Payment Requisition and Cheque Control and the Receiver General Payment on Due Date (PODD) interest rate.

    2.8.4 There are no travel or administrative expenses associated with this Contract.
