    Description: Coastdown Testing for On-road Vehicles

    This bid solicitation cancels and supersedes previous bid solicitation number 5000075502 dated July 19, 2024, with a closing of August 19, 2024, at 15:00 ET. A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation.

    1. Summary
    The Offeror must provide coastdown testing for on-road vehicles for Environment and Climate Change Canada’s (ECCCs) Vehicles and Engines Testing for Emissions Verification (VETEV) section using the test method described in the Environmental Protection Agency (EPA) Guidance Letter CD-15-04 and SAE J2263 (Most recent revision). The coastdown testing of each vehicle must include the analysis of the results and the calculation of the coefficients used to determine the road load force for dynamometer testing purposes (in the three-term equation describing the road load force as a function of velocity, F=A+BV+CV2).

    The Period of the Standing Offer is for one year from the date a Standing Offer is awarded plus four one-year irrevocable options allowing Canada to extend the term of the Standing Offer.

    2. Security
    There are no security requirements associated with this solicitation.

    3. Integrity Provisions
    In accordance with the Integrity Provisions of the Standard Instructions, all offerors must provide with their offer, if applicable, the declaration form available on the Forms for the Integrity Regime website (http://www.tpsgc-pwgsc.gc.ca/ci-if/declaration-eng.html), to be given further consideration in the procurement process.

    In accordance with the section titled Information to be provided when bidding, contracting or entering into a real property agreement of the Ineligibility and Suspension Policy (http://www.tpsgc-pwgsc.gc.ca/ci-if/politique-policy-eng.html), the Offeror must provide the required documentation, as applicable, to be given further consideration in the procurement process.

    4. Service Requirements
    For services requirements, bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation.

    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
