The nature of the requirement and the anticipated limited number of response by the industry leads the RCMP to believe that this approach will not unduly force a large number of firms to expend an overall unreasonable amount of effort in response to the RCMP. 3 Proponents responding to this RFP are requested to submit a full and complete proposal. The proposal will cover not only the qualifications, experience and organization of the proposed Consultant Team, but also the detailed approach to the work, and the pricing and terms offered. A combination of the technical and price of services submissions will constitute the proposal. SECURITY: There is a security requirement associated with the requirement. The Security level required has been set at RCMP Reliability Status. EVALUATION PROCEDURES: Bids will be assessed in accordance with the entire requirement of the bid solicitation. An evaluation team composed of representatives of Canada will evaluate the bids. BASIS OF SELECTION: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the higest evaluated pointswill be recommended for award of a contract. DEBRIEFINGS: After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person. The Crown retains the right to negotiate with suppliers on any procurement.
