This ACAN NOTICE cancels and supersedes previous ACAN # 465-1-22-C10 (Buy and Sell Reference no. PW-15-00705575), dated October 27, 2015 with a closing date of November 10, 2015 at 02:00 PM (CST).
REQUIREMENT:
The Agriculture and Agri-Food Canada, Pacific Agri-Food Research Centre (PARC) in Agassiz, BC requires an upgrade to the site’s building controls systems. Delta Bacnet controls are required in order to maintain compatibility with the existing system. ESC Automation Inc is the supplier of Delta Bacnet controls and thus a sole source contract with ESC Automation Inc. is required.
SCOPE OF WORK:
The work will include all parts and labour to upgrade the system as follows:
CONTRACT PERIOD:
From Date of Award and shall be completed prior to March 31, 2016.
CONTRACT VALUE:
Estimated Value: $147,000.00 (including GST).

SOLE SOURCE JUSTIFICATION:
The contractor will upgrade CP3, CP4, CP5 and associated subnet controllers to the newest Delta Bacnet controls. The work will include all required controls re-commissioning, programing and graphics updates. The contractor will provide a DDC point cross reference sheet for referencing new to old point addresses. The work will include all in-house and on-site labour, miscellaneous installation materials, new network cabling, and permits. The contractor will warranty the new installation from defective material and workmanship for a period of one year following the completion of the installation. ESC Automation Inc is the only supplier of Delta Bacnet controls.
ACAN NOTICE:
You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a "Statement of Capabilities" that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.
Inquiries on Submission of Statement of Capabilities:
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters.
The Crown retains the right to negotiate with suppliers on any procurement.
