    REQUIREMENT

    By means of this RFP, NRCan is seeking proposals from bidders to help NRCan to understand the range of commercially available, proven biomass combustion and gasification technologies and compatible wood-based biomass fuel options in the marketplace in the Northern Hemisphere which can operate effectively and sustainably in the Canadian climate and are or could be available in Canada. NRCan seeks a more technically informed perspective with which to evaluate CERRC program project proposals and with which perhaps to discern market opportunities and synergies once project proposals have been evaluated.

    CONDITIONS OF THE REQUEST FOR PROPOSAL (RFP)

    There shall be no direct payment by NRCan for costs incurred for the presentation and submission of proposals in response to this RFP.

    ESTIMATED CONTRACT PERIOD

    The period of the contract shall be from Contract Award date to May 18, 2018.

    SOLICITATION/BID CLOSING DATE AND SUBMISSION OF PROPOSALS

    The deadline for submissions of bids in response to this RFP is April 3, 2018 @ 14:00 (E.D.S.T.).

    NRCan will not assume responsibility for proposals directed to any other location. Proposals not received in the Bid Receiving Unit by the closing time, will be return to the Bidder unopened.

    ENQUIRIES

    All enquiries concerning this RFP must be submitted in writing to the Contracting Authority as early as possible within the bidding period. Enquiries must be received no less than five (5) calendar days  prior to the bid closing date to allow sufficient time to provide a response. Enquiries received after that time may not be able to be answered prior to the bid closing date.

    MANDATORY REQUIREMENTS

    M1 The Bidder must propose a Project Leader and a team experienced in conducting research studies in the domain of combustion/gasification technologies in Canada.

    M2 The Project Leader must have at least five years of experience in conducting research studies in the domain of combustion/gasification technologies, within the last eight years prior to bid closing.

    M3 The Project Leader must provide three unique and verifiable references for whom he/she has been contracted to perform a research study within the past five years. At least one of the references must be from a government department or agency. The minimum documentation required for each reference is as follows:

    a) Name of client

    b) Name and phone number of client’s contact

    c) Brief description of work undertaken, including an overview of the methodology used

    Dates and duration of research project

    NRCan may contact references provided to verify Bidder work experience.

    M4 The Bidder must submit detailed CVs for each of the proposed team’s resources demonstrating their qualifications to conduct the required research including their education, professional designations and related work experience in the past five years.

    M5 The Bidder’s proposed resources must have the ability to conduct the work in both official languages (French and English). All resources need not be bilingual, but the project team must be able to conduct the work in either official language.

    M6 The average of research experience within the last 5 years prior to bid closing, of the Bidder’s Project Team members, excluding the Project Leader, must be at least three years within the last eight years prior to bid closing.

    M7 The proposal demonstrates how the research experience of all members of the Project Team relates to the research required by this project.

    RIGHTS OF NRCAN

    NRCan reserves the right to:

    - Seek clarification or obtain verification of statements made in a proposal;

    - Reject any or all proposals received in response to this RFP;

    - Enter into negotiations with one or more Bidders on any or all aspects of its proposal;

    - Accept any proposal in whole or in part without prior negotiation;

    - Cancel and/or re-issue this RFP at any time;

    - Verify any or all information provided by the Bidder with respect to this RFP including references;

    - Retain all proposals submitted in response to this RFP;

    - Declare a proposal non-compliant if NRCan determines during the evaluation phase, that the Bidder does not have the legal status, facilities and technical, financial and managerial capabilities to fulfill the requirements stated herein;

    - Discontinue the evaluation of any proposals which are determined, at any stage of the evaluation process, to be non-compliant.
