Rental of Two-Way Radios and related Technical Support Services

The Department of Canadian Heritage (PCH) is seeking to establish a Standing Offer for the following period: two (2) years from date of award issuance with two (2) additional one (1) year option periods.

The objective of this Request for Standing Offers is to find an Offeror that will be able to provide Rental of Two-Radio Equipment and related Technical Support Services for various events and celebrations in the National Capital Region. This may include events that recur year to year or one-off special events that occur on an "as and when required" basis.

Mandatory Evaluation Criteria:

M1: The proposed two-way radio system must respond to the following technical requirements:

1. Frequency: Digital (UHF)
2. Provide a very high degree of privacy (i.e. dedicated frequency exclusively available to PCH users)
3. Accommodate a minimum of seven (7) talk groups simultaneously. , The system must be able to allow each talk group to operate independently of the other talk groups and it must allow the talk groups to communicate with each other.
4. Be capable of being programmed so that different talk groups can be on different portable radios and/or mobile base station units.

Capable of accommodating between 6 and 250 portable radios. 

M2: The proposed two-way radio system’s network coverage must encompass the National Capital Region (NCR).

The geographic definition of the NCR for the purpose of the resulting Standing Offer will be at least: Trim road and the 174 to the East, Mitch Owens Road to the South, Terry fox drive at the Queensway to the West and Montée de la Source and Chemin Holmes to the North, a 20 KM radius from 25 Eddy in Gatineau.

M3:  The proposed two-way radio system must meet the minimum inventory requirements as defined in Attachment 2 to Part 4, Minimum Equipment Requirements:

• Portable Radio Unit: 250 units
• Portable radio spare battery: 250 units
• Speaker / Microphone: 250 units
• Headset / Microphone: 50 units
• Individual Chargers: 200 units
• Multi-chargers (of 6): 30 units
• Base Station Units: 10 units

M4: The Offeror must demonstrate its capacity to provide technical support services 24 hours per day and 7 days per week for all equipment, accessories and network covered by the resulting standing offer.

M5: The Offeror must demonstrate its capacity to respond to both emergency and non-emergency technical services for all equipment, accessories and network covered by the resulting standing offer.
