Environment and Climate Change Canada's (ECCC) mandate is to preserve and enhance the quality of the natural environment; conserve Canada's renewable resources; conserve and protect Canada's water resources; forecast weather and environmental change; enforce rules relating to boundary waters; and coordinate environmental policies and programs for the federal government.
Subsection 158(a) of the Canadian Environmental Protection Act, 1999 (CEPA) gives authority to ECCC to “conduct any research, studies and evaluations that the Minister considers necessary for the administration and enforcement of this Division.” The Vehicles and Engines Testing for Emissions Verification section (VETEV) of ECCC’s Transportation Division (TD) administers testing programs to meet this commitment.
VETEV tests vehicles to ensure conformance with emissions standards and requirements of the On-Road Vehicle and Engine Emission Regulations (ORVEER), the Passenger Automobile and Light Truck Greenhouse Gas Emission Regulations (PALTGGER), and the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulations (HDVEGGER), enacted through the CEPA.
The services of a Contractor are being sought to assist VETEV in testing up to eight (8) vehicles. Each vehicle will require coastdown testing using the test method described in the EPA Guidance Letter CD-15-04 and SAE J2263_202005 (SAE J2263). The coastdown testing of each vehicle shall include the analysis of the results and the calculation of the coefficients used to determine the road load force for dynamometer testing purposes (in the three term equation describing the road load force as a function of velocity, F=A+BV+CV2). The testing performed under the resulting contract and all associated deliverables, including the final report, must be completed and submitted before February 26 2021.
