TITLE: Scientific and technical advisory services

DESCRIPTION OF REQUIREMENT:

The Department of Fisheries and Oceans (DFO) has a requirement for a Regional Individual Standing Offer (RISO) for the delivery of scientific and technical advisory services on a temporary and occasional basis on matters related to acoustic disturbance and altered environmental conditions on aquatic species in marine environments.

It is Department’s intention to authorize up to three (3) Standing Offers. The total dollar value of all Standing Offers is estimated to be $200,000.00 (Applicable Taxes excluded) annually. Individual call-ups will vary, up to a maximum of $75,000.00 (Applicable Taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; Department will issue call-ups only when the specific services to be provided under the Standing Offer are needed.

COMPREHENSIVE LAND CLAIMS AGREEMENT:

The Request for Standing Offers (RFSO) is to establish Regional Individual Standing Offers for the requirement detailed in the RFSO, to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers.

TRADE AGREEMENTS:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Colombia Free Trade Agreement, the Canada-Honduras Free Trade Agreement, the Canada-Korea Free Trade Agreement, the Canada-Panama Free Trade Agreement, the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Ukraine Free Trade Agreement (CUFTA), and the Canadian Free Trade Agreement (CFTA).

DURATION OF CONTRACT:

The period of the Contract is from date of Contract award to March 31, 2028.

SECURITY REQUIREMENTS

There is no security requirement applicable to the Standing Offer.

INTELLECTUAL PROPERTY

Fisheries and Oceans Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, for the following reasons, as set out in the Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts: ownership of Intellectual Property Rights in Foreground Information.
