Description
The Petrinex system facilitates the exchange of information related to the petroleum industry’s upstream, midstream, and downstream regulatory, fiscal and operational activities for Alberta, Saskatchewan, British Columbia, Manitoba and IOGC. The Petrinex organization is collaboratively governed, managed, operated, and funded by government and industry. It is owned by and resides within the Government of Alberta (Alberta Department of Energy).
As part of Petrinex’s support for its stakeholders, the Petrinex organization maintains a team of industry subject matter experts, the Petrinex Business Analysis and Engagement Team (“Team”), within the organization to support core operational and project work.
Beginning April 1, 2023, the Team and its resources will be contracted by the Government of Alberta.
Petrinex requires up to three resources to provide the following Services to all Petrinex stakeholders. Each resource must be capable of performing the full range of required Services because the Team’s size and workflow does not allow for a specialization of roles within the Team.
Team members are experienced professionals who demonstrate strong expertise, initiative, and self-motivation. They are valued as true “subject matter experts” on various topics and are sought out for in-depth information and perspectives (particularly with respect to clarification on how industry conducts its business). They confer with members of industry to confirm industry’s views on various issues. They provide their expertise internally (to Petrinex management, Business Desk analysts, the development team etc.), and externally (to industry companies/associations/ committees and government/ regulator stakeholders) as appropriate. They are relied on to make informed decisions and perform duties related to:
1. Business Analysis
2. Project Management and Support
3. Liaisons and Representatives to industry
The Team is responsible for all these areas, always occurring simultaneously. The ability to manage time and prioritize tasks to meet deadlines on multiple fronts is required. Team members must be big picture thinkers in terms of how decisions will affect industry, government, and regulator stakeholders. As well, members must also be detail-oriented thinkers who can perform testing and training tasks thoroughly.
The Province will require Services as described in this PQR to be provided as early as April 1, 2023, and a SOW is expected to be issued before April 1, 2023. Therefore, while all Proposals received prior to the PQR Closing Date and Time will be screened and evaluated, due to the immediate need for Services, only those Proposals received by March 22, 2023 will be screened and evaluated for inclusion on the Standing Offer List for this first SOW. The Province does not guarantee that there will be subsequent SOWs issued during the term of the Master Agreement.
Contract duration
The estimated contract period will be 23 month(s), with a proposed start date of 2023/04/03.
