    Description
    This Request for Proposals (the “RFP”) is an invitation by the City of Beaumont (the “City”) to prospective proponents to submit proposals for an Enterprise Resource Planning (ERP) Implementation Consultant. The City intends to replace its existing system with Dynamics 365 Business Central with the SylogistGov Municipal System Add-On (the “ERP solution”) as indicated in RFP#2024-FIN-01, with the goal to improve the overall financial management capabilities of the City by streamlining financial processes, increasing operational efficiency, enhancing reporting capabilities, and improving financial transparency. The expected deliverables from the implementation consultant are as follows: Project Management: The City may request that the selected supplier provide project management resources leading to the successful deployment of the system. This project manager will work as a team member with the City’s project team. It is expected that this project manager will be “on the ground” as appropriate to the team. In either case, the cost for the project manager should be clearly denoted in the pricing section of this RFP. Project Plan: The selected supplier will be required to provide a project plan and schedule detailing the customization and configuration for the selected Enterprise Resource Planning solution, the data migration, user acceptance, training and change management, and post-implementation support. As part of the project plan, the selected supplier will need to present the sequence in which the modules will be implemented, subject to the City's review and approval. Full System Configuration and Customization of a Fully Scalable Cloud-Based ERP System: The selected supplier will provide the services required for configuration and customization of the ERP solution to match the City’s requirements. See Appendix D Functional Requirement Listing. Data Migration: The selected supplier will provide the services required to migrate the data from Dynamics GP and Diamond Municipal Solution to the ERP solution. User Acceptance Testing: The selected supplier will provide the services required to conduct end-to-end system testing. Training and Change Management: The selected supplier will provide the services required to develop and deliver end-user training programs, implement a change management strategy to support user adoption and provide ongoing support and communication to users. Deployment of Enterprise Resource Planning System (Go-Live): The selected supplier will provide the services required to finalize system configurations and data migration, deploy the ERP Solution to the production environment and conduct a final readiness assessment. Post-Implementation Support: The selected supplier will provide the services required to monitor system performance and promptly address any issues, conducting post implementation reviews and lesson learned sessions, and transitioning to ongoing support and maintenance activities.

    The estimated contract period will be 12 month(s), with a proposed start date of 2024/11/12.
