This RFP is open to all interested vendors.
The City is seeking up to five (5) Suppliers to provide snow and ice control services on The City’s roadway and pathway/sidewalk networks. There are FIVE (5) schedules:
• Schedule 1 – District and Transit Roadway Trouble Spots Snow and Ice Control
• Schedule 2 – Pedestrian and Transit Infrastructure Snow and Ice Control – North EAST
• Schedule 3 - Pedestrian and Transit Infrastructure Snow and Ice Control – North WEST
• Schedule 4 - Pedestrian and Transit Infrastructure Snow and Ice Control – South EAST
• Schedule 5 - Pedestrian and Transit Infrastructure Snow and Ice Control – South West
Proponent Response to Schedules:
Proponent may respond to one (1) or more schedules. Proponents are eligible to be awarded schedule 1 and up to two (2) of the Four Pedestrian and Transit Infrastructure Schedules. Each separate Proposal cover page or cover letter should clearly state the schedules Proponent is responding to.
• Schedule 1 requires a separate proposal.
• Proposals for Pedestrian and Transit Infrastructure, (Schedule 2, 3, 4 and 5) can be submitted in one proposal but Appendix B (Submission Form), C (Pricing Form), E (Multi-Party Confirmation Form) and P (List of Equipment) must be submitted separately for each schedule.
The City intends to award Schedule 2, 3, 4 and 5 to a minimum of two (2) separate contractors. Schedules will be evaluated separately, and proponents are eligible for a maximum of 2 Pedestrian and Transit Infrastructure Schedules.
This procurement process is not intended to create, and, will not create, a formal, legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations.
Unless specified otherwise elsewhere in the SOURCING EVENT INFORMATION section under Agreement(s), Terms, Renewal and Proof of Concept (PoC), it is The City’s intention to enter into an Agreement with upto Five (5) legal entity. The Agreement may include a PoC for a period to be specified in the SOURCING EVENT INFORMATION section. The term of the Agreement will be for the initial term of Two (2) years and may be renewed for up to three (3) times for one (1) year each time. Other agreement(s) related to the use or maintenance and support of any of the Deliverables may also be negotiated and executed on behalf of The City.
Contract duration
The estimated contract period will be 24 month(s), with a proposed start date of 2024/09/01.
