    Description
    The County is seeking hosted solutions built on industry best practices and capable of being configured to meet its specific requirements. The County has established a project goal of minimizing the dependency on system customizations within the capabilities of all selected solutions. While the County recognizes the need for tailored solutions, it recognizes it will need to modify its practices to align with industry standards if this leads to better outcomes. The only area where the County expects there to be potential for acceptable customizations is at the point of integration between two systems, however the County expects those integrations to be supported through the use of standardized APIs. All solutions brought forward by all proponents as part of this procurement must include open integration capabilities that allow seamless communication with other systems. Ideally these integrations will be enabled through standardized APIs or similar capabilities. Integration by design is a key requirement for all system components within the scope of this Negotiated Request for Proposal. In addition to meeting the software requirements necessary for the County’s long-term sustainability, proponents must include the resources required to implement the proposed solution within the timelines outlined in this Negotiated Request for Proposal. From this procurement activity, the County may select multiple software components from multiple providers at its discretion based on its evaluation of all bid submissions. The County is in the process of retaining a project management consultant to represent the County’s project management interests during all implementation activities. The successful proponent will be expected to collaborate closely with this consultant and the County throughout the process.
