Description
The MD is seeking proposals from Qualified Consultants with experience in land use planning for assistance with finalizing the comprehensive review and update of the LUB. This document needs updating to support small and large business development and retention in the MD, as well as to provide regulations and land uses that adequately respond to development demands, resident expectations, provincial legislative requirements, and emerging development trends. The MD will require:
• a review of definitions, and all general and specific regulations;
• a review of all land use districts (including all permitted and discretionary uses and regulations within each); and
• a review of Development and Subdivision Authorities including their associated duties and responsibilities, variance powers, and the requirements for issuing Notice of Decisions for various uses (permitted and discretionary) and Subdivisions.
The main goals of the LUB review are:
• to streamline approval processes;
• to make the LUB more end user friendly;
• to provide clear regulations, which will reduce the need for legal interpretation, thereby providing clarity for Applicants, the Development and Subdivision Authorities , and the public; and
• to address regulations regarding specific developments as identified by Administration.
Contract duration
The estimated contract period will be 11 month(s), with a proposed start date of 2025/02/11.
