his Request for Prequalification (the “RFPQ”) is the 2025 intake of the original RFPQ that was initially advertised March 7th, 2025. This intake is an opportunity for interested proponents to be evaluated and determine whether they are eligible to be added to the initial RFPQ list of proponents for Canoe Procurement Group of Canada (“Canoe”) and Canoe Benefits LP (“Canoe Benefits”) for the supply of Employee Group benefits as further described in PART B - RFPQ Particulars (the “Deliverables”).
The successful proponent(s) will be invited to enter into a master agreement for the Deliverables for Canoe and Canoe Benefits current and future members. The successful proponents will be considered Prequalified and placed on prequalification lists for Canoe current and future Members to use.
Upon execution of the master agreement, Proponents will be considered as Qualified Suppliers and will be included on the prequalification list(s).
Only the Qualified Suppliers on Canoe’s prequalification list(s) who meet the Member’s unique mandatory requirements will receive further notices of procurement covered by Canoe’s prequalification list(s).

TRADE AGREEMENT APPLICATION:
This request for proposals is subject to the applicable provisions of various trade agreements including Canadian Free Trade Agreement (CFTA) Chapter 5, Ontario-Quebec Trade and Cooperation Agreement, and Canada-European Union Comprehensive Economic and Trade Agreement (CETA) Chapter 19, New West Partnership Trade Agreement (NWPTA), Atlantic Trade and Procurement Partnership (ATPP), Ontario Broader Public Sector Procurement Directive as applicable.
CANOE AS LEAD AGENCY:
CANOE is the lead agency and procurement authority in a group of partners representing MASH, public sector, and not-for-profit entities across Canada. CANOE is a trade name of the Rural Municipalities of Alberta (RMA), a public entity incorporated in 1923 by Alberta legislation who has been executing Group Procurement on behalf of its members for 100 years. CANOE is registered in a number of provinces and territories across Canada. On behalf of its partner organizations, CANOE facilitates a competitive solicitation and contracting process on behalf of and based on the needs of itself and Members. This process results in regional and/or national compliant procurement contract solutions with various Suppliers of products, equipment and services which current and future Members can utilize.
CANOE is governed by publicly elected officials that serve as the RMA Board of Directors. RMA’s Board of Directors oversee and authorize the calls for all new proposals and holds those resulting contracts for the benefit of its own and Members’ use.
CANOE currently serves over 6000 Members nationally. Both membership and utilization of CANOE contracts continue to expand, due in part to the increasing acceptance of cooperative purchasing throughout the government and education communities nationally.
