Canoe Procurement Group of Canada, is posting the solicitation on behalf of CivicInfo BC, RMA, SARM, AMM, LAS, UMNB, NSFM, FPEIM, MNL, NWTAC and its current and potential Members and represented Associations and their Members, which includes local Governmental and other not-for-profit organizations located in all provinces and territories in Canada including but not limited to British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland and Labrador and Northwest Territories.  Request for Proposal ("RFP") to result in regional and/or national contract solutions under the rules and regulations of the New West Partnership Trade Agreement ("CETA") for this procurement, Canoe/Sourcewell is requesting proposals for Staffing with Related Services and Solutions to result in a national contracting solution for use by its members.

Members include thousands of governmental, higher education, K-12 education, not-for-profit, tribal government, and other public agencies located in Canada.  A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal (https://proportal.sourcewell-mn.gov).  Only proposals submitted through the Sourcewell Procurement Portal will be considered.  Proposals are due no later than June 13, 2024 at 4:30 p.m. Central Time, and late proposals will not be considered.
 
  1. Sourcewell is seeking proposals for Staffing with Related Services and Solutions, including but not limited to:
 
  1. Staffing for labor types and roles:
    1. Professional services, such as accounting and finance, executive search, procurement, clerical, administrative, and legal and compliance;
    2. Public sector and education health, such as nursing, occupational therapy, speech language pathology, social work, pharmaceuticals, dental, and support roles;
    3. Instructional and non-instructional education, such as teaching, interpreting, paraprofessionals, special and alternative education, custodial, food & nutrition, and education administration; and,
    4. Skilled trade and general labor, such as construction, electricians, HVAC technicians, machinists, technicians, welders, mechanics, groundskeepers, painters, custodians, security guards and traffic management.
 
  1. Related Services and Solutions that support the staffing solutions above:
    1. Managed service program and vendor managed solutions, such as procurement, coordination, technology, and management of staffing services provided by various vendors;
    2. Recruitment process outsourcing, such as sourcing, screening, and hiring candidates;
    3. Employer of record (EOR) services;
    4. Other related services or solutions that support the staffing process.
 
  1. This RFP should NOT be construed to include IT staffing-only solutions. Proposers may offer IT staffing solutions, provided proposers also include a broader range of labor or service types from 1. a. and b. above.
 
  1. This solicitation does not include equipment, products, or services covered under categories included in pending or planned Sourcewell solicitations, or in contracts currently maintained by Sourcewell, identified below:
 
  1. Teletherapy Services (RFP #102821) with the exception of those ancillary or complementary to a proposer’s overall solutions offered in 1. a. and b. above; and,
  2. IT Managed Service and Staff Augmentation Solutions (RFP #071321) with the exception of those ancillary or complementary to a proposer’s overall solutions offered in 1. a. and b. above.
 
  1. The term of any resulting contract(s) awarded by Sourcewell under this solicitation will be four years. Sourcewell and supplier may agree to up to three additional one-year extensions based on the best interests of Sourcewell and its Participating Entities. Sourcewell retains the right to   consider additional extensions beyond seven years as required under exceptional circumstances.
 
  1. A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal (https://proportal.sourcewell-mn.gov).  Only proposals submitted through the Sourcewell Procurement Portal will be considered. Proposer’s complete proposal must be submitted through the Sourcewell Procurement Portal no later than the date and time specified in the Solicitation Schedule. Any other form of proposal submission, whether electronic, paper, or otherwise, will not be considered by Sourcewell. Only complete proposals that are timely submitted through the Sourcewell Procurement Portal will be considered. Late proposals will not be considered. It is the Proposer’s sole responsibility to ensure that the proposal is received on time.
 
  1. Following submission of proposals, negotiations may be permitted.
