Description
Buy BC is a province-wide marketing program, led by the Ministry of Agriculture and Food (the Ministry), that builds consumer awareness and demand for food and beverages that are grown, raised and/or processed in British Columbia, and helps local producers and processors increase product sales within the province.
Buy BC programming is focused on three strategic areas: increasing the availability of local products at grocery stores, markets, and food service establishments; motivating consumers to purchase locally produced or processed B.C. products over other alternatives; and, triggering consumers to purchase B.C. products when shopping and dining out across the province.
The Buy BC Partnership Program (the Program) is a fundamental component of Buy BC programming that provides up to $2 million in cost-shared funding annually to local producers, processors, and associations to support their ability to undertake local marketing activities that increase consumer awareness and product sales.
Since the Program was launched in 2018, the Ministry has invested $10 million in cost-shared funding to support more than 300 industry-led marketing projects that generated approximately $80 million in sales.
The Ministry is seeking a Recipient to administer the Buy BC Partnership Program. The anticipated term of the Contract is from March 15, 2023, to March 31, 2026. After that initial term and at its sole discretion, the Ministry may decide to extend the Contract for up to an additional three years, subject to available funding.
During the initial three-year term of the Contract, the Recipient will deliver a total of eight application intakes to support eligible B.C. agriculture, food and beverage producers, processors, and industry associations in applying for cost-shared funding to undertake local marketing projects (one intake for industry associations and one intake for producers and processors in the first year and one intake for industry associations and two intakes for producers and processors per year in all subsequent years).
The Recipient must be able to administer an online application intake process for the Program by April 24, 2023, and deliver cost-shared funding to Program Applicants starting no later than July 3, 2023. Further details as to the scope of this opportunity and the requirements can be found within this RFP.
