Prime Consultant/Architectural Services for Women’s Housing, Northern Region, BC
Purpose of the RFP
The purpose of this RFP is to invite Proponents to prepare and submit competitive Proposals to provide BC Housing with Architectural Services (the “Deliverables”) for the Women’s Second Stage housing in the Northern Region of BC. Through this RFP process, BC Housing is seeking to enter into a contract (the “Contract”) with an experienced, qualified supplier (the “Supplier”) to provide the Deliverables.
IMPORTANT:
Non-Disclosure Agreement
Proponents must submit a signed Appendix 10 (Non-Disclosure Agreement (NDA)) to obtain the RFP Appendices containing site-specific details. No submission will be accepted from proponents who did not submit the NDA.
The deadline for submitting the signed NDA is:
July 6, 2023 @ 2:00 P.M. PT
The signed NDA must be submitted to the attention of BC Housing Contact at the below email address with a clear indication of this RFP number and title in the subject line.
NOTE: It is the Proponent’s sole responsibility to verify whether their NDA has been received by BC Housing and request the site-specific details.

Key Elements of the Deliverables
The following are some of the key elements of the Deliverables
- Prime Consultant and architectural services including sub-consultants’ services to design 3-storey 25-unit second stage housing units for women with or without children, who are at risk of violence, or who have experienced violence. Proponents shall provide the services as described in Appendix 9 (Project Requirements) and Appendix 8 (Draft Contract, including Schedule A);
- It is anticipated that the project will be developed in phases as set out below:
- Phase 1 – Pre-design and Schematic Design services (as per Section 5 BC Housing Design Guidelines and Construction Standards (DGCS) 2019, Phase 1 Schematic Design);
- Phase 2 – Design Development through to Contract Administration and post-construction phases of the project (as per Section 5 Phases 2 & 3 of BC Housing DGCS 2019).
- Ensuring that Prime Consultant assembles a strong, experienced well-balanced project team that includes sufficient resources and depth of experience to effectively undertake all aspects of the project, and provide timely, comprehensive, and quality deliverables.
- Ensuring that design, specifications and drawings meet the requirements of BC Housing DGCS, BC Housing Design Guidelines for Women’s Safe Homes, Transition Houses, Second Stage Housing and Long-term Rental Housing, BC Housing Commissioning Guidelines, and the program requirements of the non-profit society intending to operate the future building.
