The City of Grand Forks is seeking an Engineering Consultant to provide detailed design, tendering support and construction phase services for the next critical phase of the City’s Flood Mitigation Program: the South Ruckle dike and drainage system, also known as Work Package 3. The City invites Proposals from qualified firms to provide services for detailed engineering design, permitting, and construction phase engineering for the proposed South Ruckle Dike and Drainage System in support of the City’s Flood Mitigation Program.
The Request for Proposal documents are available through BC Bid and the City’s website. Proponents are solely responsible for ensuring any addenda are downloaded, reviewed, and addressed in their Proposal. One complete electronic Response must be received in the BC Bid system before 2:00:00 PM Pacific Time on December 19th, 2023, in accordance with BC Bid instructions. Only pre-authorized e-bidders registered on BC Bid can submit an electronic Response.
Proponents must submit a signed registration letter as presented in Appendix 7 of this RFP no later than 24 hours prior to the closing time to receive access to critical reference material that forms part of this RFP.
In late 2023 Associated Engineering produced a schematic design of a drainage system that relies on ditches, culverts, and portable pumps and hoses to support the dewatering of South Ruckle during and following a flood event. The updated combined schematic design, showing both the dike and drainage system, is also attached to this RFP. Further details regarding the updated schematic design are provided in a technical memo included in the supplementary documents folder.
The successful Proponent will be required to build upon the previously completed schematic design and develop a detailed design of the South Ruckle dike and drainage system. This critical flood protection infrastructure will protect over 100 homes, industry and municipal infrastructure from flooding, and help complete an integrated system of structural flood mitigation, green infrastructure, and non-structural flood mitigation that protect the City of Grand Forks.
The successful Proponent will also be required to apply for permits (and manage all engagement with regulators as necessary), support the City with tendering the work for construction, and provide construction phase engineering services.
