Summary Details:
Through this Request for Proposals, the City of Penticton and the District of Summerland (the “Participating Entities”) invite Proposals for Animal Control Officer Services and Animal Control Facility Management. This is a collaborative RFP being led by the City of Penticton on behalf of the City of Penticton and the District of Summerland.
Penticton
The Corporation of the City of Penticton (the “City”) is requesting Proposals for Animal Control Officer Services for the enforcement of Animal Control Bylaw 2021-02. Domestic Animals (as defined in the bylaw) requiring impoundment will be delivered to the City’s Animal Control Facility (the “Facility”) located at 2330 Dartmouth Drive, Penticton, BC.
Additionally, the City requires Animal Control Facility management. The Contractor, or an employee of the Contractor, is expected to live on site in the provided dwelling and the proposed price should consider provision of Services and living on site.
Summerland
The District of Summerland (“the District”) is requesting Proposals for Animal Control Officer Services for the enforcement of Animal and Pound Regulation Bylaw Number 93-028. Domestic Animals requiring impoundment will be delivered to the Animal Control Facility.

The RFP documents set out:
i. The details of the goods or services that the District is seeking, as further described in Section 2 - Deliverables;
ii. The process for submission, evaluation and award of the Agreement;
iii. The proposed terms and conditions of the Agreement; and
iv. The forms which outline the information a Proponent should submit in their Proposal.
Submission of Proposals
To be considered, Proposals must be submitted via Bonfire in accordance with the instructions in the RFP.
Proposals must be received no later than the RFP Closing Date and Time. It is solely the responsibility of the Proponent to ensure that the Proposal is received on time.
Term of Engagement:
Each Participating Entity will enter into their own Contract with the successful Respondent. The term of each Contract will be for five (5) years, commencing on October 1, 2023 and ending September 30, 2028.
Conditions for Participation and Requirements to Request to Participate:
Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process:
The Supplier shall provide the District with proof of the following prior to beginning work on this project:
· A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
· WorkSafe BC Clearance Letter, indicating that account is active and in good standing, or proof of exempt status in the form of a status determination letter from WorkSafe BC. As the process to obtain a status determination letter may take some time, Proponents are urged to contact WorkSafe BC (or equivalent) immediately if they do not have WorkSafe BC coverage.
· Insurance coverage as per the requirements detailed in Part C: The Contracts
· Certificate(s) of Completion of FOIPPA Foundations, or equivalent, for all employees having access to personal information.
Procurement Method:
Request for Proposals. The District/City reserves the right to negotiate. The District/City may request a Best and Final Offer (BAFO).
