Notice is hereby given that the Ministry of Housing is contemplating making a direct award of a contract to Latero Labs Inc. (the “Supplier”).
The high-level details of the contemplated contract are generally described below.
The Ministry of Housing (HOUS), through the Homes for People Plan, has a mandate to establish BC as a North American leader in digital permitting and construction. A primary action to help achieve this commitment is the development of the Building Permit Hub, a building permit submission tool. The Building Permit Hub standardizes building permit submission requirements for new housing and will automatically check for completeness and compliance with key parts of the BC Building Code (i.e., BC Energy and Carbon Step Codes), making the building permit submission process quicker, more collaborative and more consistent.
The first iteration of the Building Permit Hub is available online (https://buildingpermit.gov.bc.ca/welcome) with a focus on 1–4-dwelling unit buildings and is currently in use by a handful of local governments across the province. The Building Permit Hub will continue to be scaled up to include more housing types and new features.

The Agile development team will focus on:
- Maintaining the Building Permit Hub, including identifying and quickly addressing any bugs and/or issues with the software.
- Supporting API integration with other permitting systems (i.e., Central Square-Tempest, PSD CityWide).
- Automating code compliance for BC Energy and Carbon Step Codes for Part 3 buildings, and adding requirement blocks and updates for both Part 9 and Part 3 compliance forms.
- Completing updates to integrate with BC Services Card for application login.
- Implementing archive feature in alignment with existing Privacy Impact Assessment and Security Threat Risk Assessment documents.
- Supporting a limited number of additional enhancements that may include adding a request/requirement change form, creating a test mode in the production environment.
- Conducting knowledge transfer and training new permanent HOUS IMIT staff on the Building Permit Hub.
