Notice of Intent to Award a Contract
Notice is hereby given by the Columbia Shuswap Regional District (“CSRD”) of its intent to award a contract to Bill’s Bottle Depot to provide location and site attendant operations for the privately owned and operated recycling depot located at 2840 – 13th Avenue SW, Salmon Arm, BC.
Scope of Services:
The main scope of the contract is to provide the following services:
• Maintain sufficient staffing to operate facility
• Operation of facilty including sorting and separation
• Ensure materials are recycled per RecycleBC requirements
• Maintain depot in clean and sanitary manner
• Provide appropriate equipment to bale paper and cardboard material
• Provide appropriate equipment process, move and store paper and cardboard bales
• Provide public education and assistance on recycling
• Place signage at depot as required
• Schedule removal of recycling materials
Background:
The Contractor has been providing these services since 2004 and the current contract expires on September 30, 2024.
Value:
The yearly value of the contract to be awarded is anticipated to be in excess of $120,000.00 per year over the course of the contract.
Term:
The term of the contract will be for five (5) years.
The CSRD has chosen not to proceed with a competitive process for the following reasons:
• Contractor continuity and efficiencies;
• Facility and staff are established;
• Applicable licences, permits and zoning are in place; and
• Limited qualified Contractors within service area.
Contractors wishing to object to this decision should email their objection by September 6, 2024, no later than 2:00pm, local time to: procurement@csrd.bc.ca, Attention: Dona Thiem
Contractors objecting must provide specific reasons for their objection. The Contractors ability to provide a service of the same or better quality, price and within the required time frame will be the key criteria with regard to the consideration of Contractors objections.
