Submission of Proposals
To be considered, Proposals must be submitted via bids&tenders online bid submissions functionality in accordance with the instructions in the Opportunity document. Proposals must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Proposal is received on time.
There will be no public opening.

Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.

This procurement is subject to the Canadian Free Trade Agreement (Chapter Five) and the New West Partnership Trade Agreement. The District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen); however, this procurement is not expected to be within the scope of those agreements.
The Work can be briefly summarized as follows:
- Construction of a new primary clarifier of similar size to the existing primary clarifier.
- Note that the primary clarifier mechanism will be provided by the District.
- Construction of an adjacent pump gallery
- Construction of a PI splitter structure and PE blend tank
- Piping modification as indicated on the Drawings

The Contractor will be required to provide the following before beginning work on this project:
- a WorkSafe BC “clearance letter” indicating that the Respondent is in WorkSafe BC compliance;
- a copy of the WorkSafe BC “Notice of Project” indicating the Notice of Project confirmation number;
- certificates of insurance evidencing the policies specified in GC/SGC 11.1 indicating that all such insurance coverage is in place;
- a valid District of Summerland business license or inter-community mobile business licence from another Okanagan-Similkameen jurisdiction;
- a signed “Prime Contractor Declaration”;
- a detailed Proposal Price Breakdown to substantiate the Stipulated Price; and
- a Performance Bond and a Labour & Materials Bond, each in the amount of 50% of the Contract Price.
