Notice is hereby given that the Ministry of Forests is contemplating making a direct award of a contract to Madrone Environmental Services Ltd (the “Supplier”).
The high-level details of the contemplated contract are generally described below.
(a) To provide support to Great Bear Rainforest (GBR) Landscape Unit Technical Teams and First Nations on Landscape Reserve Designs (LRD).
(b) To participate, where necessary, in the government-to-government LRD discussions and provide expert advice to representatives.
(c) To develop virtual LRD training sessions and materials.
(d) To provide technical expertise to the updating of the Terrestrial Ecosystem Mapping (TEM) and other provincial EBM data layers in the GBR.
(e) To provide quality assurance on submitted draft LRDs in collaboration with the province.The term of the contract is expected to be 12 months (April 1, 2025 to March 31, 2026).
The aggregate value of the contract is expected not to exceed, exclusive of applicable taxes $50,000.
The Province is contemplating a direct award with the Supplier for the following reasons:The Province has committed to working with the Supplier on GBR-related work given their knowledge of the Great Bear Rainforest Land Use Order and support from First Nations and stakeholders. The Supplier has been working on the GBR contract deliverables with government-to-government tables for five years and therefore has considerable expertise and experience. The Supplier has extensive knowledge of developing landscape reserve designs (LRD) and an understanding of the LRD methodology and affiliated policies. NOTE: “Until further notice, any challenge brought by a U.S. Supplier to this Notice of Intent will be disregarded and not be considered.”
