2026-07 Provision of refuse removal services

This Request for Proposals (the “RFP”) is an invitation by the District of North Cowichan (“North Cowichan”) to prospective proponents to submit proposals for (Provision of refuse removal services), as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

Submissions by other methods will not be accepted. 

(The services requested under this Request for Proposals are for the provision of refuse removal and site cleanup services on municipal lands within the Municipality of North Cowichan. These services may include the removal and disposal of discarded materials and debris from temporary shelter sites, informal encampments of unhoused individuals , or other locations where waste accumulation has occurred. Work may be undertaken in support of municipal encampment response activities, to address public safety or environmental concerns, or in response to community reports regarding unsightly or hazardous conditions.

Services may be requested by the Municipality’s Bylaw and Protective Services Department and may include the collection, transportation, and appropriate disposal of a variety of materials. These materials may include, but are not limited to, abandoned tents, tarps, pallets, shopping carts, furniture, mattresses, propane cylinders, biological waste, and other refuse. Some materials may present potential health or safety risks and must be handled and disposed of in accordance with all applicable provincial regulations, safety standards, and environmental requirements.

Work locations may include parks, road allowances, trails, and other municipal lands. Certain sites may be located in areas with limited vehicle access or off established roadways and may require manual handling of materials or specialized access methods.
