Notice of Intent to Direct Award
UBCH Koerner HVAC Controllers
Project Number: F695-00NOI
Vancouver Coastal Health (VCH) intends to proceed with the Koerner HVAC Controllers project, located at the Koerner Pavilion on the UBC Hospital (UBCH) campus, Project Number F695-00. The contractor and the estimated value of the work will be:Honeywell Limited. at 300-3490 Gardner Court, Burnaby, BC V5G 3K4 Estimated around $2,100,000.00 plus GST Estimated completion: December 2027The scope of work includes the upgrade of Direct Digital Control (DDC) systems, replacement of associated sensors and input devices, and the replacement of pneumatic actuators with electrical actuators for the hot and cold deck fan systems serving the air handling units at the Koerner Pavilion, UBC Hospital.
VCH has chosen to direct award the contract for the following reasons:
Technical Compatibility
The existing Building Management System (BMS) at UBC Hospital is based on the proprietary Honeywell platform, where integrated Honeywell software, licensed applications, controller firmware, and compatible hardware operate together as a single system. A vendor other than Honeywell would require extensive modification or replacement of the current software, licenses, and potentially hardware in order to achieve interoperability.
Cost Considerations
Proceeding with a Honeywell solution allows the utilization of the existing flatform and infrastructure. Switching to a non-Honeywell control system would require significant additional investments in new BMS software, licenses, engineering reprogramming, and staff retraining.
Schedule and Risk Mitigation
Honeywell’s familiarity with the existing system allows for a streamlined design, installation, and commissioning process, reducing the project timeline. Other vendors would require additional effort and time to reverse-engineer existing sequences and integrate with incompatible systems.
Service Agreement Alignment
UBC Hospital holds an active service contract with Honeywell covering the BMS, controls, and related equipment services and maintenance. Adding a different vendor’s system would create service gaps and complicate future maintenance and support responsibilities.
Contractors may challenge this decision by sending an email to the undersigned by June 2, 2026, at 15:00 local time.
