Request for Proposals E.C. MANNING PROVINCIAL PARK: MONUMENT 83 CHUWANTEN CREEK and SKAGIT BRIDGE CROSSINGS DESIGN - BUILD
This Request is specific to work within BC Parks, Okanagan Region. The Province is seeking proponents who will supply services as further defined in this RFP. The works defined in this opportunity are expected to begin October 2025 with a targeted completion of October 2026 while site works will be bound by permit dates .
The Province intends to award Contract(s) to Proponents through this RFP. The RFP package is for two separate work packages.
The first work package is to design and build two equestrian crossings in E.C. Manning Provincial Park, one at the Monument 83 crossing and the other at the Chuwanten Creek Crossing.
The second work package is to design and build a pedestrian bridge crossing at the Skagit River (Sumallo Grove) crossing. Proponents are invited to bid on work package one, work package two or both work packages one and two.
All Proposals that have met all mandatory requirements and minimum scores will be ranked. At the Province’s sole discretion, we will award the contract to the highest scoring and therefore highest ranked Proposal.
The Ministry of Environment and Parks, BC Parks (“the Ministry”) requires construction services along with qualified professional services for backcountry construction at three different bridge locations within E.C. Manning Provincial Park. Requirements include the manufacturing, supply, and installation of two new, aluminium truss equestrian bridges as shown on the SAMPLE construction drawings. One bridge at the Monument 83 crossing and the other at the Chuwanten crossing. Examples of potential bridge abutments are as shown on the SAMPLE construction drawings however the Proponent is responsible to design the abutments necessary for their proposed bridge solution.
Alternate bridge types will be considered however the bridges are for equestrian use and must not have structural elements above the walking surface that might result in a “covered” span. The third bridge is at the Skagit River crossing at Sumallo Grove. Requirements include the manufacturing, supply, and installation of a new, aluminium truss pedestrian bridge as shown on the SAMPLE construction drawings and the construction of bridge abutments as shown on the construction drawings. In addition to the primary design, the Province welcomes alternate design proposals from Proponents that may offer innovative or cost-effective solutions for the project.
Note, all works are to take place in E.C Manning Provincial Park, specifically the Monument 83 Trail Crossing, the Chuwanten Creek Bridge Crossing, and the Skagit River Sumallo Grove bridge crossing as shown on the associated maps in Appendix D. There is a narrow access trail to the Monument 83 Trail Crossing and once completed, light equipment will be able to cross the completed Monument 83 Bridge to access the Chuwanten Creek Bridge Crossing. There are no roads to the proposed bridge sites, access has been determined to be within remote backcountry, and works are expected to require helicopter and suspended loads to complete the project.
