Notice is hereby given by the Ministry of Transportation and Infrastructure, Information Management Branch (the “Ministry”) of its intent to extend a contract currently held with Castle Rock Associates Inc. (“Castle Rock”)
Castle Rock is the developer and provider of proprietary software called CARS. As part of the project to replace the aging software known as the DriveBC Input Utility, Castle Rock was the successful proponent to an RFP and was engaged to configure and implement their CARS software to form the new DriveBC Input Tool (“DIT”), which is the main input tool to manually enter road condition data to the DriveBC website.
DIT is critical to DriveBC operations and is used on a frequent basis by Ministry staff of the British Columbia Transportation Management Centre (“BCTMC”) to communicate up-to-date road conditions to the traveling public. The CARS system has been configured and customized to work with the DriveBC technical infrastructure to feed road event and condition reporting data to DriveBC. DriveBC has been designated a critical system by the Ministry as it is the main communication tool used by the Ministry for providing accurate road closure information during emergency events such as wildfire evacuations or floods.
In addition to system implementation, the contract included technical support and licensing for the CARS-DIT product. As Castle Rock is the sole provider of CARS-DIT system support, and for the reasons noted above, the Ministry wishes to extend the support contract to August 1, 2024 not to exceed $150,000 during the term extension.
The Ministry has chosen not to call for proposals for the following reasons:

The Ministry has chosen not to call for proposals for the following reasons:
- Castle Rock is the sole provider of the proprietary CARS platform and is performing the services satisfactorily. No other vendor offers support services for this product.
- Product support must be maintained as the Ministry deems DriveBC and associated modules critical systems which includes the DriveBC Input Tool (which is based on the CARS platform).
- During the extended term the Ministry will conduct a fulsome assessment of business and operational needs and opportunities to improve value for money, then review of the current service delivery model and contract structure. Future options and traffic will also be explored to make an informed recommendation that supports a procurement strategy that offers value for money.
- Per the World Trade Organization Agreement on Government Procurement, Article XIII, Section 1(b): “where the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons: (i) (redacted – unrelated) (ii). the protection of patents, copyrights or other exclusive rights; or (iii). due to an absence of competition for technical reasons”;
