Description
The District of Summerland is intending to direct award the purchase of the following goods/service:87 Western red cedar wood utility poles, graded to CSA CSA-015-15 Wood Utility Poles and Reinforcing Stubs Standard, Chromated Copper Arsenate (CCA) treated, compliant with British Columbia Hydro and Power Authority standards, 3” site gained at 12-ft tagged above setting gain, ranging in height from 35’ to 50’. Quantities are as follows: 35' Wood Utility Pole, Class 3 x 15 35' Wood Utility Pole, Class 2 x 2 35' Wood Utility Pole, Class 1 x 1 40' Wood Utility Pole, Class 2 x 3 40' Wood Utility Pole, Class 3 x 8 45' Wood Utility Pole, Class 3 x 15 45’ Wood Utility Pole, Class 2 x 9 45' Wood Utility Pole, Class 1 x 10 50' Wood Utility Pole, Class 2 x 20 50' Wood Utility Pole, Class 1 x 4 The proposed purchase is to be awarded to Stella-Jones Inc. at a price of $170,047.33 plus shipping and taxes.
The District of Summerland has chosen not to compete the contemplated contract for the following reasons:

The letter must outline the reasons for your objection, and you must clearly demonstrate your ability to perform the contemplated work as demonstrated through related experience, availability, and resources. These items will be the criterion used to determine whether the direct award will be competed.
A vendor's proof of its ability to provide the same goods at similar or lower prices within the same time frame will be the key criterion with regard to the consideration of objections to this Notice of Intent.
The District of Summerland has chosen not to compete the contemplated contract for the following reasons:
- Stella-Jones Inc. is the supplier of poles for BC Hydro and is accustomed to manufacturing poles to BC Hydro specifications. The District follows BC Hydro specifications. The District contacted other qualified contractors to see if they would be interested in quoting but has received no response. The District is not aware of other companies that supply these poles regionally and companies outside of the region may be unable to offer a competitive price due to shipping. The District therefore understands that only one supplier is able to meet the requirements of the procurement and no feasible alternatives exist.
