Lifetime Prevention Schedule Economic Modeling

Description
The Ministry of Health (the Ministry) is looking to hire an experienced health economic modelling consultant to estimate the cost effectiveness and population health impact of clinically effective prevention services for potential inclusion in the Lifetime Prevention Schedule (LPS). This would include projecting the Quality Adjusted Life Years (QALY) the British Columbia (BC) population would gain from the service, as well as the monetary cost to the province per QALY gained from the service (cost/QALY). Most recent BC data and costs are to be applied within the economic model. Additional services will include knowledge transfer of the established LPS economic modelling methodology to the Ministry, preparation of training materials and manuals, and one-to-one training sessions with Ministry economists.
This detailed assessment of clinical prevention services will be published in annual LPS technical reports. Additionally, the results of this work will be presented to and approved by the LPS Expert Committee (LPSEC), a group comprised of partners and representatives from across the health sector. The role of the LPSEC is to review clinical prevention services for inclusion in the LPS, to oversee the modelling of population health impact and cost effectiveness, and to provide evidence-based recommendations to government on clinical prevention policy and services.
It is vital that a methodology consistent with that used in prior LPS analyses be used. Details of prior LPS analyses can be found online in the annual reports, located at gov.bc.ca/lifetimeprevention.
Services will be performed remotely at the contractor's place of business; however, the Contractor may be asked by the ministry to be on site to attend meetings.
