An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre- identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of the requirement:
The Correctional Service of Canada (CSC) CORCAN has a requirement to provide vocational training for federally incarcerated offenders that will meet community standards and labour market conditions. The work will involve the following:
1.1 Objectives:
Provide third party certification training related to general cleaning including best practices and commercial cleaning industry standards, on an as and when requested basis, to incarcerated offender groups at various Federal Institutions across Canada to obtain a General Cleaning Technician Certification. Courses are self-study and will be delivered via a training kit handed out to inmates/learners. CORCAN will print this paper kit from the electronic training documents (provided in .pdf format) the Contractor sends.
1.2 Tasks:
The Contractor must:
• Provide all necessary materials for each training session on site at the institutions listed in Appendix B (supplies) including, but not limited to: PDF files (i.e.curriculum and exams) and certificates.
• Submit a list of successful and unsuccessful participants based on exam results to a CORCAN employee responsible for submitting the exams at each specific institution within 15 business days of course completion.
• Submit to the CORCAN training coordinator, within 30 days of course completion, recognized certificates for successful candidates.
1.3 Expected results:
• Provide offenders with access to a self-study training in general cleaning through The Janitorial Store.
• Increase vocational skills training of offenders;
• Promote and encourage the participation of offenders in learning programs;
• Enhance offenders’ ability to seek and maintain employment while under supervision in the community;
1.4 Deliverables:
1.4.1
• Provide training materials and testing (exams) in electronic format (in .pdf format) ) as required for the completion of the applicable course.
• Provide certification to offenders who successfully complete the training program within 30 days of course completion.
• Submit a list of successful participants to the CORCAN training coordinator;
• Send a hard copy of the certificates for successful participants by mail to the CORCAN training coordinator at each site within 30 days of course completion;
1.4.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.5 Constraints:
1.5.1 Location of work:
a. The Contractor must perform the work at the Contractor’s place of business.
b. Travel: No travel is anticipated for performance of the work under this contract.
1.5.2 Language of Work: The contractor must perform all work in French and English.
1.5.3 Security Requirements: This contract includes the following security requirements:

1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), and obtain approved Document Safeguarding Capability at the level of PROTECTED B, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
2. The Contractor personnel requiring access to PROTECTED information, assets, or sensitive site(s) must be citizens or permanent residents of Canada or citizens of the United States of America and must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
3. The Contractor MUST NOT utilize its facilities to process, produce, or store PROTECTED information or assets until the CSP, PWGSC has issued written approval.
4. The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce, or store PROTECTED information until the CSP, PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed at the level of PROTECTED B.
5. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.
6. The Contractor must comply with the provisions of the:
(a) Security Requirements Check List and security guide (if applicable), attached at Annex _____;
(b) Contract Security Manual (Latest Edition)
2. Criteria for assessment of the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Experience:
- Must have four (4) years’ experience within the ten (10) years prior to the closing date of this ACAN in providing cleaning training.
Program Requirements:
- The supplier must have a program curriculum for the Certified General Cleaning Technician, that must at a minimum, include the following:
• Cleaning to Perfection – General Cleaning and Training Program.
o Introduction to General Cleaning
o Trashing to Perfection
o Dusting to Perfection
o Restroom Cleaning to Perfection
o Breakroom Cleaning to Perfection
o Mopping to Perfection
o Vacuuming to Perfection
3. Applicability of the trade agreement(s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Indigenous Business
This procurement is not subject to any set-asides for Indigenous Suppliers.
5. Comprehensive Land Claims Agreement(s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
The pre-identified supplier is the only supplier able to offer training that provides a self-study option for training certification. This training delivery method will allow offenders to complete the training at their own pace in order to benefit from this learning and apply it when they reintegrate into their communities.
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
Ownership of any foreground intellectual property arising out of the proposed contract will vest with the Contractor.
10. Period of the proposed Standing Offer or delivery date
The proposed Standing Offer is for a period of one (1) year, from the date the Standing Offer is issued to September 30, 2025 with an option to extend the Standing Offer for two (2) additional one (1) year periods.
11. Cost estimate of the proposed Standing Offer
The estimated value of the Standing Offer including options is $216,802.52.

13. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date and time of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The closing date and time for accepting statements of capabilities is July 19, 2024 at 2:00 PM EDT.
