    This requirement is for Employment and Social Development Canada (ESDC).

    ESDC is seeking to create a Supply Arrangement (SA) purchasing tool for prequalifying Offerors across Canada for on an as-needed basis virtual training services for learning priorities to develop the skills and knowledge of employees required to do their work and support them in their professional development and career. Frequency, target audience, and location will vary.

    The Offeror must provide instructor(s) to deliver Integrated Service Strategy and Operations (ISSO) learning priorities courses in both official languages (English and French) for federal public servants in the following streams of work:
    • Stream 1: Change Management
    • Stream 2: Project Management
    • Stream 3: Strategic Skills
    • Stream 4: Data and Business Analytics
    • Stream 5: Contracting and Vendor Management.

    Stream Descriptions are outlined for Offerors and required content topics for course type can be found in Appendix A to Annex A.

    These services are being sought through a Supply Arrangement which will start approximately May 2025, and expire when ESDC determines that it is no longer advantageous.

    A Request for Supply Arrangements (RFSA) will be issued in accordance with the process set out below to allow new Suppliers to become qualified.

    Please note that ESDC will not distribute solicitation documents that are posted on CanadaBuys.gc.ca. Suppliers must download the solicitation document and attachments directly from the tender page.

    The Request for Supply Arrangements (RFSA) is to establish supply arrangements for the delivery of the requirement detailed in the RFSA to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting supply arrangements.

    The estimated contract period will be 99 month(s).
