This requirement is open only to those TBIPS Supply Arrangement Holders who qualified under Tier 2 for services in the Pacific Region for the following categories:
• Level 3 A.1 Application/Software Architect,
• Level 3 A.6 Programmer/Software Developer,
• Level 2 A.7 Programmer/Analyst,
• Level 1 A.10 Test Coordinator,
• Level 3 I.3 Database Analyst/IM Administrator, and
• Level 3 P.8 IT Project Leader
Description of Work:
DFO has a broad mandate, with the authority to regulate and enforce activities, develop policies, provide services, and manage programs. The core priorities for DFO are to ensure the economic prosperity of fisheries and the sustainability of aquatic ecosystems. This includes the modernization, development, support, and maintenance of systems within the Pacific Region’s Fisheries and Harbour Management Systems and Aquatic Ecosystems product families.
DFO Pacific Region has developed several data management systems to effectively manage fisheries data. These include but are not limited to the Aquaculture Integrated Information System (AQUIIS), the Fisheries Regulations Information System (FRIS), and the Enhancement Project Database (E-Pro).
AQUIIS comprises a set of highly customized and complex applications which are the primary systems used by the Pacific Region Aquaculture Management Division and the National Aquaculture Directorate. These systems fulfil a wide range of key business goals and objectives, such as, but not limited to, the issuance of aquaculture licences, monitoring client service standards, industry submitted condition of licence reports and data, and tracking compliance and enforcement information. AQUIIS uses Microsoft SharePoint 2010 as a document management / workflow tool.
To ensure that the fishing industry and general public are aware of and can comply with the regulations, one of FRIS’ roles is the effective communication of these regulations such as such as Fishing Seasons (open/closed times), legal gear specification, species size (indicating age) or sex, and daily catch quotas which vary by ocean, fishing zone, and species. FRIS’ user interface allows DFO personnel to add new or update existing regulations which are presented to the public through DFO’s Sport Fish Guide website. The associated API allows mobile applications to extract and utilize regulatory information, allowing fishers to review regulatory information and be informed of regulatory changes using their mobile device.
E-PRO is a hatchery and spawning channel operations application that has been in use at DFO major facilities since September 2022 E-PRO was designed to support a geographically dispersed user base with an acceptable level of performance with the necessary data integrity, security and accessibility and supported by current DFO technologies, including the use of cloud services.

The objective of this request is to provide modernization, development, support, and maintenance for the aforementioned systems belonging to the Pacific Region’s Fisheries and Harbour Management Systems and Aquatic Ecosystems product family.
