    Description

    The Department of Foreign Affairs, Trade and Development DFATD requires professional services to complete the evaluation of Volunteer Cooperation Program (VCP).
    The specific objectives of the evaluation are the following:
    • Evaluate the relevance and sustainability of VCP results and impacts for beneficiaries, local partners, and Canadian public;
    • Assess the efficiency in terms of value for money of the VCP;
    • Provide overall findings, conclusions, recommendations and lessons, including from the Covid-19 pandemic related flexibility measures, in order to
    inform the ongoing implementation of the program and future program design.

    Number of Resources, category and Level of Effort:
    1 x 2.12 Evaluation Services Consultant - Senior – 100 days
    1 x 2.14 Subject Matter Expert – Intermediate – 50 days

    The requirement is intended to result in the award of one (1) contract for a period of thirteen (13) months from contract award date.
