The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).
Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.
REQUIREMENT
Move services for the relocation of two collections storage facilities and their contents. This will include site preparation, procurement of packing supplies, packing, labelling, loading, secure transport, unloading, unpacking and placement of objects in the new specialized storage system comprised of high density 20’ high mobile shelving units with drawer and tray unit inserts, art racking, cool storage, secure storage, documentation storage as well as pallet racking, and cantilever shelving equipped with in-rack fire suppression systems.
PERIOD OF CONTRACT / DELIVERY DATE
The Work is to be performed during the period of August 14, 2023 to July 31, 2024.
SECURITY REQUIREMENT
There is a security requirement associated with this bid solicitation.
New personnel security clearance requests will require mandatory fingerprints to initiate the criminal record check. The validity of an existing personnel security clearance issued by the Government of Canada is not affected by the change in the criminal record check process. Applicants who require a personnel security clearance are responsible for all costs associated with fingerprinting.
MANDATORY SITE VISIT
It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Parks Canada – 2630 Sheffield Rd., Ottawa, ON on June 8, 2023. The site visit will begin at 8:00AM EST, at the main entrance. The site visit will continue on to Parks Canada – 1800 Walkley Rd., Ottawa, ON. There will be a break for lunch and the site visit will continue at the new site in the afternoon at 555 Avenue des Entreprises, Gatineau, QC.
Personal Protective Equipment (PPE) is required to tour the site at Gatineau. Bidders are required to bring safety boots, hard hats, high-visibility vests, and eye protection. Limited PPE is available upon request; requests must be made when confirming site visit attendance.
Bidders must communicate with the Contracting Authority (bonnie.knott@pc.gc.ca) no later than June 5, 2023 at 2:00 PM EDT to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
VIRTUAL BIDDER’S CONFERENCE
A bidders' conference will be held via Teams Meeting on June 13, 2023. The conference will begin at 11:00 am EDT. A detailed briefing on completing the Resource and Activity Schedule will be provided this virtual session.
Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, to the Contracting Authority via email at bonnie.knott@pc.gc.ca, the name(s) of the person(s) and their email address’(s) who will be attending and a list of issues they wish to table no later than June 12, 2023.
Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.
ENQUIRIES
All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this solicitation must be submitted in writing and should be received no later than (8) eight calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
INFORMATION
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.canadabuys.canada.ca/en/tender-opportunities. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.

The estimated contract period will be 11 month(s), with a proposed start date of 2023/08/14.
