    DESCRIPTION OF THE PROCUREMENT:

    The National Capital Commission (NCC) is initiating a process to contract a qualified corporate entity for the provision of Construction Management (CM) services for Gate Lodge Recapitalization, located in the National Capital Region and other similar-type projects at the discretion of the NCC. This RFP defines the requirements for Proponents for this work. The NCC will take all steps necessary to ensure the procurement process is open, fair and transparent. The ToR includes, but it not limited to, the following elements:

    Program and project advisory services;

    Administration services;

    Design management and design assist services;

    Time, cost and risk management services;

    Procurement services;

    Alterations and new construction;

    Commissioning services; and

    Post-construction services.

    Gate Lodge Recapitalization: Gate Lodge is located at the Sussex entrance to Rideau Hall. It was built in the 1860s, and is currently used as multi-purpose, administrative space by the Office of the Secretary to the Governor General (OSGG). Gate Lodge is a two-storey, off-white octagonal building with two projecting, one-storey additions. The building features a painted white brick exterior, an eight-sided conical roof with a central chimney, arched windows and doors, and prominent keystones, some decorated with sculptural masks. The original, octagonal section of Gate Lodge was built between 1864 and 1867 to provide accommodation for the gatekeeper. Two sections were later added to the building’s west wing in 1938 and north wing in 1944. The building roof is beyond the end of its lifecycle and the exterior masonry is failing. The chimney of the building was demolished as it was noted structurally unsound. NCC is looking to fully rehabilitate the building to meet the current building standards with consideration of preserving its heritage appeal. This includes, but is not limited to:

    Reconstruction of both brick chimneys;

    Rehabilitation of the exterior walls, brick masonry, windows and doors;

    Full interior renovations and restoration; barrier-free access, universal access;

    Foundations, floors and crawl space rehabilitation, and groundwater management;

    New mechanical and electrical systems;

    Civil connection at Princess Avenue;

    Full demo and abatement of designated substances.

    The CM will work collaboratively with the Design Team and the NCC’s Departmental Representative (NCCR) team. The CM is required to support the development and analysis of implementation options for the Project, managing the work sequencing, cost, and construction of approved design solutions.

    The Class ‘D’ Construction Estimate for this project is $3.26M, including all construction costs and design contingencies.

    Time frame of delivery: 2024 to 2026

    BASIS OF SELECTION: Meet mandatory submission requirements, pass the technical evaluation, and, then best value between technical (70%) and price (30%).

    Unless an out-of-office message says otherwise during office absence, Proponents must not contact any other NCC employee or other NCC persons involved in this solicitation to discuss questions regarding the RFP. Non-compliance with this requirement during the solicitation period may, for that reason alone, result in disqualification of a Proponent.

    All enquiries must be submitted in writing by email to the Contracting Authority no later than 14 calendar days before the RFP closing date and time to be considered by the NCC. Throughout the RFP bidding process, the NCC shall endeavour to provide responses to inquiries (only by the issuance of addenda) deemed relevant by the NCC and received in writing by the Contracting Authority. Only information provided in addenda shall be an integral part of the RFP and any resulting contract.
