TASK Based Professional Services (TSPS) Requirement
This requirement is for the Correctional Service of Canada.
This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under Tier 1 and under the stated consultant category, security level, region, level of expertise for the following categories:
3.2 Project Manager -Intermediate
2.1 Business Analyst – Senior
3.7 Procurement Specialist –Senior
2.3 Business Consultant - Intermediate
The requirement is intended to result in the award of one (1) contract.

Description of the Requirement:
Correctional Service Canada (CSC) requires an Electronic Health Record (EHR) procurement process starting with market analysis of possible EHR vendors. The contractor must work with CSC Health Services and Information Management Services to develop content required for a market analysis. The contractor must also assist CSC Health Services in developing content for the full scope of the EHR procurement; RFI, business case, Treasurer Board submission and RFP. The contractors must also provide recommendations on pricing strategies, evaluation criteria and options for procurement.
The goal of the new integrated EHR is to meet the needs of Health Services and CSC, including:
• integrating offender admission data from and to CSC-specific offender management systems,
• documenting direct clinical care, using assessments, screening, and toolkits by clinical domain
• providing clinical quality and performance metrics,
• clinical decision support analytics and predictive analytics,
• business intelligence and decision support,
• population health management,
• precision medicine for specific clinical groups,
• medication management,
• integrating into CSC diagnostic imaging systems
• integrating into community laboratories and other healthcare systems
Level of Security Requirement:
1. Security Requirement
• NO SECURITY REQUIREMENT EXISTS.
• Contractor/Offeror will be escorted at all times during the performance of this contract. Access to PROTECTED information or assets is not permitted.
• Use of CPIC is prohibited.
2. INSTITUTIONAL ACCESS REQUIREMENTS
• NIL security screening required as there is no access to sensitive information or assets. Contractor personnel will be escorted at all times by Correctional Service Canada personnel or those authorized by CSC on its behalf. CSC has developed very stringent internal policies to ensure that the security of institutional operations is not compromised.
• Contractor personnel must adhere to institutional requirements for the conduct of searches by Correctional Service Canada, prior to admittance to the institution/site. Correctional Service Canada reserves the right to deny access to any institution/site or part thereof of any Contractor personnel, at any time.

The proposed period of contract shall be from contract award to 2 years later plus 2 additional optional 1 year periods.
