Project Name: Delivery of a Certification Scheme for ISO 37125 Environmental, Social and Governance Indicators (ESG) for Cities
Description: The objective of this initiative is to develop a certification scheme for ISO 37125 ESG Indicators for Cities. This scheme will assist in crafting an ESG profile that showcases environmental, social, and governance responsibility and transparency, thereby supporting cities in raising capital for investments in low-carbon and climate-resilient infrastructure.
The project is being advanced under SCC’s AI and Data Governance (AIDG) Program. The project prioritizes the discoverability of data, facilitating easy access and understanding for various stakeholders. This approach aims to maximize the societal use of the data, contributing to informed decision-making and sustainable practices, thereby reinforcing the project's commitment to fostering a data-driven, socially responsible urban future.
Minimum Qualifications and Experience Requirements:
1. Supplier must have significant experience (10+ years’) and knowledge of the ISO 37120 series of standards, and have in-depth knowledge of ISO 37125: Environmental, Social and Governance Indicators (ESG) for Cities.
2. Supplier must have existing relationships working with the Canadian investor community (i.e., major financial institutions in Canada), municipalities in Canada including Toronto, Vancouver, Calgary, Edmonton, and Winnipeg, and relevant international organizations (i.e., the World Bank and the United Nations).
3. Supplier must have existing relationships with, and the ability to engage with, a broad range of technical experts, industry, regulatory, government, and other relevant bodies on technical matters related to ISO 37125: Environmental, Social and Governance Indicators (ESG) for Cities.
4. Supplier must have experience developing and applying certification schemes of a similar nature.

SCC is issuing this ACAN with the intent of awarding a contract to World Council of City Data.
Justification for the Pre-Identified Supplier:
This is a notification that due to both extensive experience and demonstration that they meet the minimum qualifications and experience requirements, SCC will be initiating a contract with the World Council of City Data (WCCD) to complete this work.
WCDD has significant experience in the implementation of the ISO 37120 Series across Canada, and globally, including the implementation of related ISO standards in over 100 cities across 40 countries. WCCD was involved in the development of ISO 37125 and owns the IP for the certification protocol for the ISO 37120 series of standards which will be used to conduct this work. This Protocol represents the only operationalized framework in Canada and globally to assess a city’s conformity with the ISO 37120 Series.
Statement of Capabilities:
Other interested Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the Contracting Authority on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the listed requirements. If no other supplier submits, on or before the closing date, SCC’s requirement for competitive bidding has been met, and the contract may be awarded to the Proposed Supplier.
