Community Board Members for National Investigations
Ongoing Opportunity for qualification
There will be an ongoing opportunity to qualify new suppliers. The Correctional Service of Canada (CSC) will post a Request for Standing Offer (RFSO) on the Government Electronic Tendering Service (GETS) to allow new offerors to become qualified. CSC may post a RFSO multiple times a year depending on CSC’s need to invite and qualify new offerors for the provision of services.
CSC will not require existing pre-qualified offerors, who have been issued a Standing Offer (SO) to submit an offer.
• New Offerors: Throughout the Standing Offer Period, new suppliers may be invited to submit offers to become Offerors. No existing Offeror will be removed from the qualified Offeror list because of the addition of new Offerors.
• Number of Standing Offers: The Supplier acknowledges that CSC may issue an unlimited number of Standing Offers and may continue to issue Standing Offers to suppliers throughout the Standing Offer period.
This requirement is for: The Correctional Service of Canada, all regions (Pacific, Prairies, Ontario, Quebec, and Atlantic).
Trade agreement: Canadian Free Trade Agreement (CFTA), World Trade Organisation-Agreement on Government Procurement (WTO-AGP), Canada Ukraine Free-Trade Agreement (CUFTA), Canada Korea Trade Agreement (CKTA), Canada free trade agreements with Chile/Colombia/Honduras/Panama, Canada-Peru Free Trade Agreement, Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and Canada-United Kingdom Trade Continuity Agreement (Canada-UK TCA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: A standing offer will be issued to any compliant offeror who is determined to meet the mandatory requirements and all other requirements of the request for standing offer. Bidders are to note that, given the sensitivity, diversity and complexity of the nature of the services to be provided under this Standing Offer, CSC reserves the right, at its sole and entire discretion, to make the final selection of the offeror or for a particular call-up pursuant to the Standing Offer"

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service of Canada (CSC) has a requirement to provide community members to be part of Boards of Investigation (BOI) to investigate offender-related institutional and community incidents.
Objectives
To provide community members, on an ‘as and when needed’ basis, to be part of Boards of Investigations (BOI) the Commissioner convenes or joint investigations convened with the Chairperson of the Parole Board of Canada.
Deliverables
• The contractor must perform the work in settings requiring sensitivity to diverse cultures, including the traditional, cultural and spiritual practices of Indigenous teachings and values.
• The Contractor may be required to interact with offenders who are mentally ill, immune-compromised, or infected with communicable diseases, or any combination of the three.
Tasks and Responsibilities of the Contractor (Community Board Member):
1. Attest to the integrity of the investigation process, by serving as a monitor and to provide citizen oversight.
2. Provide input, as a full-fledged member of the Board, regarding CSC’s management and response to an incident including correctional operations, programs and policies.
3. Contribute to the investigation’s process by:
a. conducting research;
b. participating in interviews and debriefings; and
c. participating in the writing and the submission of the final report.

Duration of Standing Offer and Time Frame for Delivery:
Period of the Standing Offer: The Work is to be performed during the period of Standing Offer award to December 31, 2024 with the option to renew for four (4) additional one-year periods.
