RFP SCOPE
FCC has critical workloads for Test/Development and Production running in AWS. FCC has approximately 1000 servers. There are several Cloud Native AWS Services such as but not limited to EC2, RDS, EFS, FSx, S3. FCC uses AWS Direct Connect for its cloud connectivity. Redundant connections are set up through our provider Equinix in Ashburn and Seattle. FCC utilizes Infrastructure as Code using Cloud Development Kit (CDK) in AWS, with all provisioning being under FCC control and direction including methodology.   

The intended outcome of this RFP is to add Proponents to a pre-qualified list of Proponents who will provide Cloud Professional Services and Thought Leadership. Such services will include but are not limited to the following:

• Migration and transfer services
• Database and analytics services
• Machine Learning
• Management & governance services
• Security, privacy, identity and compliance services
• Networking services
• Developer tools and application integration services
• Cloud native application development
• Coverage of remaining Cloud product offerings including, but not limited to, compute and storage
• Ability to deliver new services as Cloud Service Providers expand their offerings
• Staff Augmentation to compliment FCC staff

As the PQ List will be used by FCC on an ongoing basis, Proponents who choose not to not participate in this event at this time, or Proponents who are not selected to the PQ List under this event, will have an opportunity to be considered for inclusion on the PQ List through a subsequent event. FCC plans to publish a notice annually to CanadaBuys/MERX as a method of informing the market that the PQ List will be open for adding new potential Proponents. Proponents will have an opportunity at that time to submit a proposal and be evaluated in the same manner as this event (see Evaluation Process – Part 3 of the RFP for further details).

NOTE: If, under a previous issuance of this RFP, a Proponent has been notified that they have been selected to the Pre-Qualification List and a respective Agreement has been executed between the parties, the such Proponent does not need to reapply or submit a proposal in response to this RFP.

NOTE: All times are CST – Saskatchewan. The above dates are subject to change at the sole discretion of FCC. Any changes to the RFP Schedule will be communicated to all Proponents via amendment on MERX.

RFP PROCESS CONSIDERATIONS

• This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
• FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
• This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope, and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.

• This Request for Proposals (RFP), including any attachments and amendments to such RFP, is available for download by the Proponent on MERX. MERX is a Canadian Public Tenders electronic bidding system accessible at https://www.merx.com. It is the sole responsibility of the Proponent to ensure its compatibility with MERX.
• Proponent proposals MUST be submitted electronically through MERX, preferably in a PDF or MS Word file, prior to the RFP Closing Date/Time specified in the RFP. Proposals submitted in other formats, by other methods or through any other means, or after the RFP Closing Date/Time specified in the RFP, may be rejected by FCC.
