    Please be advised that this Invitation to Tender (ITT) has been amended to answer the following Bidder(s) questions:

    Q1: Can you advise if a bond is required at time of submission and if it is required, to whom should the bond be Payable To?
    A1: No bid bond is required

    Q2: Can you confirm if fire pumps can be tested during daytime hours or if they need to be done in the evenings/night?
    A2: Fire pumps generally may be tested in the day except as previously indicated for the locations in the city of Fredericton. Which are required to be tested during off peak times after hours. Exact times to be coordinated with regional and building managers in that area.

    Q3: Can you confirm if the Miramichi Youth Centre has a kitchen hood system or not?
    A3: Yes, there is a kitchen hood at the Miramichi Youth Centre.

    Q4: Do you have a report for the Kitchen Hood at the Miramichi Youth Centre?
    A4: Yes. Please refer to the attached MYC Report.

    Q5: We seem to be missing the reports for the following sites: Fredericton District Garage, Woodstock Service Shop, Andover Regional Garage. St. George Repair Facility. Would we be able to get a copy of those?
    A5: These are newly added the tender and there are no previous reports to provide.

    Q6: We just wanted to confirm that all fire shutters shall be tested only once a year?
    A6: Yes, this is correct.

    Q7: All bells, horns and strobes at Chancery Place shall be tested after regular hours. Can the fire shutters be tested during regular business hours?
    A7: Only locations and systems presently indicated as after hours in the specification are required to be tested after hours due to the disruptive nature of the work.

    Q8: Will the owner provide an escort for the technician to the various fire shutter locations in each building?
    A8: Access to all sites and shutter locations will be coordinated with the owner.

    Q9: For all other buildings (Garage & Shops), are there any restrictions (i.e. early morning or during lunch break) of when these can tested? Or can they be tested at any time during the day?
    A9: We are not aware of any specific restrictions to daytime testing except as indicated in the specification. Access to any site will have to be coordinated ahead of visiting any site to ensure proper access, and notification to staff to minimize disruption to operations.

    Q10: Can you confirm that the intent is to test the VESDA systems on a quarterly basis in lieu of annually as required by code?
    A10: Annually as per code.

    Q11: Shall we include in our pricing the cost for the filters, or will these be provided by the owner?
    A11: If material is required during inspection and maintenance they shall be billed separately for and invoiced to the respective building or regional manager.

    Q12: If we are to include the cost of filters in our price, please provide us with the model numbers of the filters for both sites listed under 18.2.7 & 18.2.8 so we can outsource the correct filters?
    A12: Materials are not required to be carried in the vendor price. Only the inspection and general cleaning of components. As mentioned above, if materials replacement is required on the equipment based on the inspection, then provide quote or perform work if directed by building or regional manager and invoice separately as maintenance.

    Q13: Is the intent to have the filters replaced only once a year?
    A13: The intent is to inspect and clean as part of this contract and if found that equipment requires repairs or filter replacement of filters then provide separate invoice to perform the additional work and address to building or regional manager.

    Q14: Sections 18.5.1, 18.5.2 & 18.5.3 only reference the pre-action suppression systems. Are we to exclude any special hazard systems from this tender (i.e. Sapphire/Novec Systems, Inergen, Vortex, CO2, Dry Chemical etc...)?
    A14: As mentioned in previous answer Chancery place is a dry chemical fire suppression system not a pre action system.

    Q15: After reviewing the sprinkler report for the Hilton Road Complex, there doesn't seem to be any pre-action system in the building, only wet systems. Is this correct?
    A15: No there is a new system that was just installed that would not reflect on the provided report. Therefore, it is required to be added to the tender.

    Please be advised that this Invitation to Tender (ITT) has been amended to answer the following Bidder(s) questions:

    Q1: Previous Tender included the Edmundston District Garage (486 St. Francois), confirming this is not part of the current Tender.
    A1: It is NOT to be included

    Q2: Is it acceptable to submit inspection reports two weeks once a whole region has been completed.
    A2: Would prefer that inspections are submitted within 2 weeks of the June of the month in which inspections are to occur. Ie. annuals are due for all systems in June so acceptable would be no reports should be submitted later than 2 weeks after the end of June.

    Q3: Can we confirm that the systems requested to be inspected are just "Pre-Action" only and not "Suppression". (There are suppression systems at Marysville Place & Chancery Place but at present, being invoiced to a different company other than DTI.)
    A3: These are new to the tender this year which is why they were invoiced differently in the past. For clarification Marysville place pre-action system for alliant vault and access is to be coordinated with utility and building manager. Chancery is a suppression system with access to be coordinated with building manager.

    SCOPE
    The work under this contract comprises the furnishing of all labor, materials and equipment required to provide the preventative maintenance, inspection and testing of life safety systems as outlined in these specifications for the Department of Transportation and Infrastructure (DTI) buildings, referred hereto as the Department and listed in Appendix A.

    The contract shall be for a two (2) year term, from April 1, 2026, to March 31, 2028, with the option to renew for three (3) additional one (1) year terms upon written agreement of both parties.

    OPTION YEAR PRICING
    Pricing will be subject to negotiation of a satisfactory contract price not to exceed the tendered price plus any published increase in the New Brunswick Consumer Price Index (CPI). If a mutually agreed upon price cannot be reached GNB reserves the right to re-tender, re-award or delete the item(s) in question.

    SPECIFICATIONS

    SITE VISIT
    All bidders shall make a site visit to satisfy himself/herself as to the nature of the work and in general obtain all necessary information on all conditions affecting this tender. The person making the site visit must be an employee of the Contractor and must have knowledge of the specified life safety systems as it relates to this contract. Site visit dates are scheduled in the attached Specifications under Section 4.2.

    GENERAL GUARANTEE
    Please refer to Section 7 in the attached specification.

    PRICING
    Prices are to be submitted by including with the bid submission the Price Breakdown Sheet All Regions provided under tender item 1.6 in the Instruction to Bidders attached.

    Bidder(s) MUST bid on all locations/buildings within the province listed in this ITT document.

    CONTRACT AWARD CRITERIA
    Compliant bids will be evaluated and awarded based upon the lowest compliant total price bid for all Regions that meets the specifications listed within this document.

    Prior to award bidder(s) may be asked to provide references and the department may conduct reference checks and reserves the right to contact other departments and agencies within GNB to obtain information on the bidder's past performance withing the previous five (5) years. Results from the aforementioned consultation that are unsatisfactory to the Department, in its sole and absolute discretion, will result in the disqualification of the bidder's bid.

    Prior to award the lowest compliant bidder will be contacted to provide qualification as per Section 6 and, provide proof of insurance as per Section 21 in the attached specification.

    HOW TO SUBMIT PRICING
    Bidders are to indicate their yearly price per all locations in the associated Region in the "Unit Price Including Discount" column and extend the price (multiply Unit Price by 2) to the "Extended Price" column directly on this Invitation to Tender.

    The 'Unit Price Including Discount' and 'Extended Price' should NOT include taxes.

    DELIVERY DATE AND PRICE
    Bidder agrees to perform services as detailed within the attached Specifications in accordance with the schedules listed therein commencing upon April 1, 2026. Bids MUST include pricing for service delivery to the addresses detailed for each Region within the attached Specifications.

    BIDDER QUESTIONS
    All inquiries should be received seven (7) calendar days prior to the closing date; any inquiries received less than seven (7) calendar days prior to the closing date cannot be guaranteed a response. Please reference the tender number and closing date within your communications to ensure a prompt and accurate reply.

    REQUIREMENTS
