Description
The Cape Breton Regional Municipality (CBRM) Water Utility wishes to procure the services of a qualified engineering consulting firm to complete Water System Assessment Reports for seven (7) water treatment plants and associated water distribution systems within the municipality.
These water systems include Sydney, Glace Bay, New Waterford, Pottle Lake (North Sydney, Sydney Mines and area), Louisbourg, Floral Heights, and Centerville. A brief description of the water treatment facilities and associated water distribution systems included in the Scope of Work is provided in Appendix B.
The reports will be developed according to the criteria outlined in the Nova Scotia Environment and Climate Change (NSECC) document “Terms of Reference for System Assessment Reports for Municipal Drinking Water Systems” (this document is available on line at:

or at NSECC offices in Nova Scotia).
It is The Utility’s intent to work closely with the successful firm during this project. Water Utility staff will be available to provide all relevant information such as water quality, treatment process data, qualifications of operations staff, etc.
Verify all CBRM Water Supply Systems comply with the “Guidelines for Canadian Drinking Water Quality”, the requirements in the Nova Scotia “Guidelines for Monitoring Public Drinking Water Supplies” and where applicable the “Treatment Standard for Municipal Groundwater Source Water Treatment Facilities”.
The system assessment report shall conform to NSECC’s “Terms of Reference for System Assessment Reports for Municipal Drinking Water Systems”
Meet the NSECC deadline requirement of June 1, 2023 for each facility as set out in each of the CBRM Water Utility’s “Approvals to Operate” for each facility.
