    Description
    This Request for Proposals (the 'RFP') is an invitation by the Province of Nova Scotia (the 'Province') as represented herein by the Minister of Service Nova Scotia, for and on behalf of the Nova Scotia Health Authority and the Izaak Walton Killam Health Centre ('NSHA' and 'IWK'), and together with the Province ('Nova Scotia'), to prospective Proponents to submit proposals for the provision of Remote Language Interpretation Services ('RLIS'), as further described in the RFP Particulars (Appendix D) (the 'Deliverables'). This RFP is being conducted pursuant to the Nova Scotia Sustainable Procurement Policy and Procurement Manual. NSHA-IWK are seeking one (1) or more qualified Proponents to provide RLIS in a variety of languages via various required delivery methods. The Successful Proponent(s) will understand the nuances of language interpretation, specifically regarding healthcare, and possess the knowledge, expertise and ability to provide the service(s) via the agreed upon delivery method(s). This RFP process will result in agreements being awarded to one (1) Successful Proponent per delivery method. Each Successful Proponent will supply services to both NSHA and IWK, with each entity having their own separate agreement with each Successful Proponent. Proposals can be submitted for either, or both, of the following RLIS Methods of Delivery: A) Booked Appointments: i. Video Remote Interpretation ('VRI') for Booked Appointments - online, virtual services (I.e., provided via Zoom (for Health) or other approved NSHA or IWK application) for Booked Appointments. B) When Needed, On Demand Services: i. VRI for When Needed, On Demand Services - online, virtual services (I.e., provided via the Successful Proponent’s online application) for When Needed, On Demand Services; and ii. Over the Phone Interpretation ('OPI') for When Needed, On Demand Services - telephone services (I.e., audio-only, provided via telephone) for When Needed, On Demand Services. For clarity, the Successful Proponent for When Needed, On Demand Services will provide both VRI and OPI. In accordance with the evaluation process, NSHA and IWK will each form a separate agreement for each method of delivery, with a possibility of up to two (2) Successful Proponents in total, to ensure the approach presented will result in better quality service, stronger expertise, and improved healthcare, while balancing an efficient administrative fee structure; however, if one (1) Proponent is the Top-Ranked Proponent for both methods of delivery, NSHA-IWK reserve the right to negotiate and combine both methods of delivery as one (1) agreement per entity. As such, there may be a total of four (4) agreements being signed (two (2) agreements with NSHA and two (2) with IWK), or two (2) agreements signed (one (1) agreement with NSHA and one (1) agreement with IWK).
