This RFB is issued for the provision of Consumer Credit Information and Decision Support Services for the Ministry of Children, Community and Social Services (MCCSS).
The Vendor will provide consumer credit information services to support initial and ongoing eligibility verification for the Ministry’s social assistance programs, including, but not limited to Ontario Works (OW), the Ontario Disability Support Program (ODSP) and the enforcement of child and/or spousal support payments by the Family Responsibility Office (FRO).
The Ministry requires the following deliverables:
- Consumer Credit Information services;
- Decision Support Services:
o An automation tool for new client intake to verify and corroborate applicant information;
o An electronic identity validation solution;
o An automation tool to monitor the eligibility of ongoing social assistance clients; and
- Loss Prevention and Fraud Solutions
o The solution must catch multiple types of fraud – both true name fraud (i.e., instances of identity theft, etc.) and synthetic fraud (i.e., creation of new identity using real and fictitious information) – using identity, behaviour, and fraud attributes, to detect fraud risk early and avoid fraud losses. Additionally, the solution will support loss prevention efforts by identifying and confirming financial information such as self-reported income and assets.

Contract duration
