Description
This Request for Proposals (the “RFP”) is an invitation by The Corporation of the Town of The Blue Mountains (the “Town”) to prospective proponents to submit proposals for Engineering Services for The Blue Mountains Landfill Expansion Phase 2, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
The Blue Mountains Non-Hazardous Solid Waste Disposal (Site/Landfill) is owned and operated by the Town under Provisional Certificate of Approval No. A26140. The Site services a population of approximately 9,300. The Site has existing approved capacity and an expected life beyond 2040. In 2013 the Town received approval through an Environmental Screening process to expand the Site. Detailed engineering design has been completed and approved for the expansion. Phase 1 of the expansion was completed in 2015. This Phase 1 lined cell is reaching capacity and a second phase of mining and lining is required. Phase 2 design is complete, and under this proposed assignment the Town will require:
- Review of the design and preparation of accepted for construction drawings and updated design and operations plan along with tendering, administration and construction monitoring services for the Phase 2 expansion that will provide approximately 50,000 cubic metres of new lined capacity;
- Design a permanent leachate pre-treatment solution to treat leachate for odour on Site prior to haulage to the Town Wastewater Treatment Plant. This part of the assignment may require approval amendments;
- Review drainage associated with the expansion and confirm functionality with existing drainage. It will be critical to design a solution that limits leachate generation in the new cell during the short-term life of the cell; and
- Design and cost a conceptual landfill gas collection and utilization system.
