    INVITATION TO SUBMIT A RESPONSE FOR A REQUEST FOR QUALIFICATIONS (RFQ)
    
    INVITATION TO SUBMIT A RESPONSE FOR A REQUEST FOR QUALIFICATIONS (RFQ)
    IN ST. JOHN'S, IN PARADISE OR IN MOUNT PEARL, NEWFOUNDLAND AND LABRADOR

    Public Works and Government Services Canada (PWGSC) is asking interested parties to submit a response for a potential lease of warehouse space and fenced compound space that meets the following criteria:
    
    Section A: Lease Components
    
        a lease term of ten (10) years commencing on or about September 1, 2013;
    
        approximately 830 usable square metres (um2) of contiguous warehouse space and 300 um2 of contiguous paved fenced compound space and six (6) parking spaces; 
    
        the proposed space must be available at least four (4) weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy; 
    
        the proposed space must satisfy or be capable of satisfying the following mandatory criteria:
    
    1.    The warehouse facility shall be heated and at grade level with six overhead doors; 
    
    2.    Each overhead door shall be at least 4.4 metres wide and 4.2 metres high and have an automatic door opener;
    
    3.    Each warehouse overhead door must have a clear, unobstructed turning radius in front of the overhead doors. Two (2) consecutive warehouse overhead doors shall have an unobstructed turning circle of 21 metres measured from the center line and face of each overhead doors. The additional four (4) warehouse overhead doors shall each have a turning circle measuring 12 metres; 
    
    4.    Access to the warehouse from each turning radius shall be generally from the same level. Sloped ramps leading to the warehouse overhead doors entrances from each turning radius are not permitted;
    
    5.    The warehouse area offered shall be configured such that the minimum depth of the space, unencumbered by columns or any other structural building components, upon entering the premises through the overhead doors shall be a minimum of 19 metres;
    
    6.    The required minimum unobstructed warehouse ceiling height shall be 4.2 metres measured from the top of the finished floor to the underside of ceiling rafters; 
    
    7.    The leased premises must not be located in an area subject to heavy traffic flow or in residential areas that would impede operational egress from the site;
    
    
        the proposed space must be located in St. John's, in Paradise or in Mount Pearl;
    
        the proposed space must, on or before the lease commencement date, comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;
    
        PWGSC may wish to visit or inspect the proposed space upon reasonable notice; 
    
        a threat and risk assessment may be required in order to assess potential threats to the security of the proposed space and to the public.
    
    
    Section B: Responses

    Section C: Responses Required by
    
    Responses are required by June 3, 2013, before 14:00 Any responses received after this time and date will not be considered.
    
    
    Section D: Information Provided by an Interested Party or an Interested Party’s Agent 
    
    Information provided by an interested party or by said party’s agent shall include the file number, the location and municipal address of the building, location of space within the building, area of space, a floor plan identifying the proposed space with washrooms, exits and other design elements, and details addressing all of the criteria listed above in Section A. Agents submitting a response to this RFQ shall provide PWGSC with a letter authorizing them to do so. 
    
    
    Section E: Security Requirement
    
    The building owner of the proposed space must hold a valid security clearance at the reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC. All parties interested in this potential lease project are advised to obtain this mandatory security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca..Please contact the person listed in Section F to initiate the security clearance process.

    This RFQ is issued in order to invite interested parties to demonstrate their capacity to comply with the requirements described herein. Please note that PWGSC reserves its right to cancel this RFQ at any time. 
    
    Following a visit of the proposed premises, PWGSC reserves the right to proceed with an invitation to submit Offers to Lease by inviting only those interested parties deemed to most effectively meet specific operational, security and public safety requirements. If invited, an interested party must submit an Offer to Lease using the PWGSC Lease Documentation Package that shall explain in greater detail the complete requirements of this proposed lease project. 
    
    Interested parties not invited to submit an Offer to Lease shall be notified and informed of the reason for such decision.
