Energy Performance Management Service

The Royal Canadian Mounted Police (RCMP) requires the services of an Energy Services Company to develop and implement comprehensive energy management projects for an identified group of Building(s) owned by the RCMP at the Pacific Regional Training Centre (PRTC) in Chilliwack, BC. The contractor will be required to provide the necessary design concept, engineering, financing, construction, contracting, and commissioning services to install the improvements, as well as related services required for Energy Savings. The Work to be performed is detailed Solicitation package. 

The Department believes that it can use Energy more efficiently and substantially reduce the cost of operating the Building(s) identified while, at the same time, improving overall environmental performance and reducing greenhouse gas (GHG) emissions that contribute to climate change.

The estimated period of the contract shall be for 10 years from start of construction based on an estimated Construction Period of two (2) years and post-construction period of eight (8) years. The actual term for the Energy Performance Contract will be determined based on a business case analysis, conducted by the Department, of the completed Feasibility Study to identify, at the Department’s discretion, the resulting scope of work for inclusion in the Contract; and a mutually agreed Construction Period and Schedule of Savings.  

Pre-Qualified Bidder - The bidders must be Energy Service Companies on the Federal Building Initiative (FBI) Qualified Bidders List (QBL) issued by Natural Resources Canada.
