Introduction: The Department of Foreign Affairs, Trade and Development of Canada informs interested Canadian organizations of an invitation to submit requests to participate in a contracting process pertaining to the Small-Scale and Micro Irrigation Support Project (SSMISP) funded by the governments of the Netherlands and Canada. 2. Description of Work: The ultimate outcome of SSMISP is to contribute to increased food security and agricultural growth within an improved business climate in Ethiopia, together with better access to more and more highly nutritious food through the sustainable development of small-scale irrigation and micro irrigation works. The expected intermediate results of SSMISP are as follows: a) Improved planning, design and construction of gender-equitable and sustainable small-scale and micro irrigation schemes by public and private institutions in a coordinated manner and according to an integrated watershed-based approach; b) Improved management of gender-equitable and sustainable small-scale and micro irrigation schemes by water users' organisations (WUOs) and individual users respectively, with support from key public institutions; and c) Improved water, soil and crop management practices for irrigated and rain-fed crops adopted by male and female farmers and WUOs. 3. Services to be provided: The contracting process will be conducted by the Ministry of Foreign Affairs, Embassy of the Kingdom of the Netherlands in Ethiopia according to European Award Procedures. The Department of Foreign Affairs, Trade and Development of Canada has no responsibility over this process. The contracting authority will award a service contract by means of a restricted procedure divided in two phases: the selection phase and the award phase. The selection phase involves choosing candidate organizations that will then be invited to submit tenders in the award phase. The aim of the contracting process is to enter into a contract with one service provider that will fulfil the work description found on the above-mentioned website. The service provider may be a group of collaborating organizations, either as a consortium or in a hierarchy of one main contractor and subcontractors, or a combination of both. The service contract will have a duration of five (5) years. The expected start date of the contract is July 2014. 4. Working Language: Because the recipient country requests that project-related communications be in English, this will be the working language for the project.
