1. The Purpose and Explanation of an ACAN An Advance Contract Award Notice (ACAN) allows the Public Health Agency of Canada to post a notice for no less than fifteen (15) calendar days, indicating to the supplier community that a goods, services or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the minimum requirements identified in the ACAN, the Contracting Authority may then proceed to award a contract to the pre-identified contractor. 2. Rights of Suppliers Suppliers who consider themselves fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If the Bidder can clearly demonstrate they possess the required capabilities, the requirement will be opened to electronic or traditional bidding processes. 3. Proposed Contractor LIFT Philanthropy Partners 1000-510 Burrard Street Vancouver, British Columbia Canada V6C 3A8 4. Definition of Requirements or Expected Results Canada’s Active Living Challenge will crowd source ideas from across Canada. To facilitate the submission of ideas, a national platform is being put into place for the Challenge launch on February 22, 2014. Following implementation of the platform, LIFT’s expertise as a venture philanthropy organization is required to maximize the effectiveness of the Challenge, engaging directly with Canadians to solicit ideas. LIFT will undertake direct outreach with its partner network of organizations to support and participate in the Challenge. LIFT will engage thought leaders whose contributions will support innovators in developing, refining and gaining support for their ideas. LIFT will also engage and manage a panel of high-profile judges who will review and recommend the top promising innovations. The top 10 finalist will be provided with business mentoring from LIFT and its partner network to develop a robust and measureable business plan to implement and grow their innovation. 5. Minimum Requirements Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements: a) Experience as a venture philanthropy organzation, building up social purpose NGOs to have strong governance and financial structures to deliver on their objectives and make them investment worthy b) Experience in delivering a large-scale challenge to amplify a government investment c) Experience engaging and managing a judges panel for a challenge d) Demonstrated strong working network of organizations, including health-related organizations, across the private, public and not-for-profit sectors e) Experience working with private sector partners for the delivery of services f) Experience in analyzing and evaluating challenge entries g) Experience in supporting other organizations to develop business plans 6. Reason for Non-Competitive Award LIFT is a venture philanthropy, not-for-profit organization with 12 years of experience addressing major social and economic challenges related to health, employment and education. Venture philanthropy takes concepts and techniques from venture capital finance and business management and applies them to achieving philanthropic goals (e.g., governance, financial, human resources, project management, data analysis, etc). LIFT's venture philanthropy approach fosters collaboration between the private sector, not-for-profit sector and public sector, to drive innovative solutions for societal challenges facing Canadian families and communities, such as healthy living. These collaborations leverage private sector investments with government funding to strategically invest in the not-for-profit sector to deliver measureable, impactful, result-oriented solutions. LIFT Philanthropy Partners supports social change by increasing the impact and sustainability of social purpose organizations in Canada. They work with social enterprises and other organizations that address health, skills development, education and employment, and provide them with a valuable combination of skills, expertise and resources to improve their operations and measurement practices. They work with each organization and engage a partner network of leading businesses that provide pro bono services to increase the organization’s capacity. For example they help social purpose organizations improve their measurement and evaluation processes to increase accountability. Ultimately, they aim to build sustainable and effective social purpose organizations that can reach more people in need across Canada. LIFT is the only organization in Canada that can successfully undertake the work required to effectively manage the Challenge whose objective is to foster the right conditions towards building more social purpose enterprises in Canada. By creating more of these organizations, the federal government can ensure investments are effectively delivering greater social impact. LIFT is recognized internationally as a leader in creating impactful collaborations and leveraging partnerships to create social change, and is the only organization in Canada able to provide this suite of advice and support to social purpose organizations. To ensure the success of the Challenge, maximizing the social impact of projects arising through the Challenge, LIFT’s skills and expertise are required in the following key areas: • Networking – LIFT is a venture philanthropy organization that possesses a broad network of partner organizations that will be engaged to support the business planning process. For example, LIFT has established a database of more than 1000 individuals and organizations, including partners in the banking, financial and technology sectors (e.g. KPMG, TD, RBC, BMO, Cisco, Ernst & Young). • Engagement- LIFT will engage organizations across sectors to raise the profile of, and participation in, the challenge. For example, through this network, LIFT will engage Challenge judges and thought leaders, who will contribute editorials, interviews and other resources to assist Canadians in further developing and gaining support for their innovations. This partner network will be invaluable to securing national high- profile visibility of the Challenge. • Mentorship – Drawing on the expertise of its partner network, LIFT will bring the top 10 ideas through a development process to prepare business plans to advance their innovation and create investable projects. They will engage a diverse partner network of businesses, service providers and other professionals that provide pro bono expertise. For example, they have the ability to draw upon a vast network of expertise such as accounting, legal, public relations and management consultancy or design services. LIFT will also collaborate with their investor network of corporations, foundations, and individuals to highlight the investibility of the top 10 ideas. They will work with the top 10 ideas to establish benchmarks, performance metrics and evaluation processes emphasizing the importance of financial accountability. • Experience - LIFT has the expertise required to manage a high-profile Challenge. In 2011, LIFT developed and delivered a province-wide social innovation competition, BC Ideas, which attracted 466 entries from 82 communities in British Columbia and leveraged an initial $45,000 in investments to secure more than $270,000. • Organization - LIFT is immediately accessible to undertake this work over a nine-month period beginning immediately up on receipt of this contract. The very short timelines require a well-structured and adaptable organization prepared to undertake this work. LIFT has an established relationship with Ashoka Changemakers (Changemakers), who is developing the Challenge platform and contributing to the outreach and engagement of the competition. Changemakers offers the only complete model for framing and running challenges, and leverages the power of its global network to find and select the most cutting-edge innovations with the highest potential to generate change. Changemakers invests in its ability to build networks to create the potential for wide-scale change and social innovation. Ashoka is the oldest and largest company that undertakes this type of work. 7. Applicable trade Agreements and Justification for Limited Tendering or the Procurement Strategy for Aboriginal Business This procurement is subject to the following: Agreement on Internal Trade (AIT), World Trade Organization (WTO) and North American Free Trade Agreement (NAFTA) 8. Ownership of Intellectual Property Intellectual property will rest with the contractor. 9. Period of the Proposed Contract The contract period shall be from date of contract award until March 2015 10. Estimated Value of the Proposed Contract The total estimated value of the proposed contract should not exceed $500,000, including travel and living expenses (if applicable), and all applicable taxes." 11.
