    MANDATORY SECURITY REQUIREMENT
    
    The Bidder must hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC) at the time of response to this request for tender. In order to demonstrate this requirement, the bidder shall provide a copy of the confirmation letter from CISD for the DOS registration.
    
    Access to the site will be limited to employees of the General Contractor and sub-contractors who have valid individual security clearance at the Reliability Status level. Prior to requiring access to the site the General Contractor shall provide the names, clearance number and level, when the security clearance was received and when it expires for validation of the clearance by Environment Canada. It shall be the sole responsibility of the General Contractor to ensure all their employees and sub-contractors have the appropriate security clearance prior to requiring access to the site.
    
    SCOPE OF WORK 
    
    The Contractor shall provide all necessary labor, materials, and equipment, required to install a variable refrigerant flow (VRF) heating and cooling system for four labs in the Thornton Center Module 5 at Environment Canada’s laboratory building at 335 River Road, as per drawings and specifications. This includes, but is not limited to, demolition, removals, equipment, architectural, mechanical, controls, sprinklers, and electrical elements. 
    
    Project progress meetings are required at regular intervals with the owner, consultant, and the contractor, the specific intervals will be determined in more detail at the “start-up” meeting.
    
    Instruction and training to be given to Departmental Representative and Operating Personnel 
    
    Further details are contained in the project plans and specifications.
     
    All contractors intending to bid are requested to attend the mandatory site examination meeting. This will be the only opportunity to visit the site, examine the drawings and discuss projects details. The site visit will be held at the following date and location, as stated below:
    
    Interested bidders are invited to meet at Environment Canada, 335 River Road, Ottawa, Ontario on the 22nd of May, 2014 at 2:00pm.
    
    Failure to attend the “Site Visit” will result in bidder’s disqualification.
    
      IMPORTANT NOTE TO BIDDERS:  
    Enquiries during the solicitation period shall be addressed only in writing by fax or email to the Contracting Authority named above and must be received no less than five (5) calendar days prior to the closing date stated above."
